Fred Rainbow
Executive Director
AFCEA Educational Foundation

Fred H. Rainbow joined the AFCEA International staff as the vice president for education and the executive director of the AFCEA Educational Foundation in May 2005. A member of the organization, Mr. Rainbow has a long association with AFCEA International and the Educational Foundation. In 1990, Mr. Rainbow worked with retired Navy Rear Admiral Jerry Holland, then occupying the position Mr. Rainbow has today, to bring AFCEA and the U.S. Naval Institute together to launch and co-sponsor the annual Western Conference and Exposition.

Mr. Rainbow came to AFCEA from the U.S. Naval Institute where he had worked for 30 years. Mr. Rainbow served as the editor in chief of the monthly Proceedings magazine for 20 years and helped launch the popular bimonthly Naval History magazine. As director of periodicals and seminars, Mr. Rainbow was responsible for all the Naval Institute's periodicals, seminars, and oral history program. In 2003, he served as the interim chief executive officer of the Naval Institute, supervising and executing daily operations as well as the search for a new chief executive officer.

During his service at the Naval Institute, Mr. Rainbow had the opportunity to work on the Navy's "Maritime Strategy," "Forward . . . from the Sea," and "Sea Power 21." Also during his tenure, the Naval Institute published its bestselling novels, The Hunt for Red October and Flight of the Intruder.

On active duty in the U.S. Navy from 1971 to 1975, Mr. Rainbow served as an intelligence officer. Assigned to the Fleet Intelligence Center, he briefed deploying units and edited the Indian Ocean Fleet Book and the Monthly Intelligence Digest. Mr. Rainbow also served on board the USS Sellers (DDG-11), USS LaSalle (AGF-3), and USS Little Rock (CLG-4). Mr. Rainbow also served six years in the U.S. Naval Reserve.

Mr. Rainbow serves on the Secretary of the Navy's Advisory Committee for Naval History and the Board of Trustees of The Naval Intelligence Foundation. He also is a member of the George Mason University C4I Center Advisory Group.

A cum laude graduate of Slippery Rock University, Slippery Rock, Pennsylvania, with a degree in history and social studies, Mr. Rainbow received the Coast Guard Distinguished Public Service Award in 2002, the Admiral Arthur W. Radford Award for Excellence in Naval Aviation History and Literature in May 2005, and the Navy Distinguished Public Service Award in November 2005.

In addition to being a member of AFCEA, Mr. Rainbow is a life member of the U.S. Naval Institute, Marine Corps Association, Naval Intelligence Professionals, and Naval Aviation Museum Foundation.
