Captain Fred Mingo, United States Navy, retired, has an outstanding record of achievement in both the public and private sectors. He served as Commanding Officer of the Space and Naval Warfare Systems Command (SPAWAR), Systems Center New Orleans, Louisiana, an Information Technology development and delivery organization supporting back-office systems serving over 430,000 customers globally 24x7x365. In addition, he was the former Chief Information Officer for the 88,000 person Naval Reserve; in this capacity he was responsible for all aspects of Information Technology requirements, planning and project execution.  
 
Mr. Mingo is a Vice President for the global consulting firm ICF International; and also serves as the Chief Technology Officer for the ICF International Health Informatics Systems Division. Mr. Mingo is responsible for providing leadership and cutting edge innovative technology solutions for government markets, with particular emphasis on addressing the health Information Technology related needs for customers in the Health and Human Services (HHS) and the Department of Veterans Affairs agencies. Mr. Mingo is a member of the Armed Forces Communications Electronics Association (AFCEA) Technology Committee and a former Federal Computer Week “Top-100” winner.  
 
Mr. Mingo holds a Bachelor of Philosophy from Miami University, Oxford, Ohio and a Master of Science, Computer Science from the Naval Postgraduate School in Monterey, California.
