U.S. Air Force Modifies NORAD Support Contract

Lockheed Martin Information Systems and Global Services, Colorado Springs, Colo., has been awarded a $20,794,692 modification (P00288) to contract (F19628-00-C-0019) to support critical mission operations for North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex/Integrated Tactical Warning/Attack Assessment (NCMC/ITW/AA) in support of air, missile and space defense for the national command authority.  The total cumulative face value of the contract (including this modification) is $1,800,000,000. Air Force Life Cycle Management Center, Peterson Air Force Base, Colo., is the contracting activity. 

Lockheed Martin to Support Cheyenne Mountain Operations

Lockheed Martin Information Systems and Global Services, Colorado Springs, Colo., is being awarded a $11,996,522 modification to a cost-plus-incentive-fee and cost-plus-fixed-fee contract to support critical mission operations for North America Aerospace Defense Command (NORAD) Cheyenne Mountain Complex/integrated tactical warning/attack assessment and Mobile Consolidated Command Center missions in support of air, missile and space defense for the national command authority. Joint Space Operations Center (JSpOC) mission systems (JMS) is the development effort Space and Missiles System Center is using to incrementally transition away from the legacy space situational awareness mission, and is intended to be the next step towards migration of the space surveillance catalog maintenance capability from the Space Defense Operations Center and CAVENet systems to a high-performance, sustainable, and network-centric computing platform by migrating the astrodynamics support workstation  and special perturbations tasker applications to JMS. Air Force Life Cycle Management Center, Peterson Air Force Base, Colo., is the contracting activity.  
 

ThalesRaytheonSystems to Upgrade NATO Missile Defense Capabilities

The NATO Communications and Information Agency signed with ThalesRaytheonSystems a 136 million Euro ($177,969,630 U.S.) contract for a significant upgrade to NATO’s current theatre missile defense command and control capability. By bringing new capabilities to NATO’s Air Command and Control System (ACCS), the upgrade will strengthen and expand NATO’s existing theatre missile defence command and control system, which allows the alliance to link national sensors and interceptors to defend against short and medium range ballistic missile threats. The upgrade also improves the capacity of NATO’s Air Command in Ramstein to plan and execute a missile defence battle. The contract, called ACCS Theatre Missile Defence 1, will bring new capabilities to NATO’s Air Command and Control System for receiving and processing ballistic missile tracks, including integration of additional radar and satellite feeds, major enhancement to data communication capacity and improved correlation features. The upgrade is expected to be completed by 2015.

Raytheon Awarded Pulse Decoder Funds for Tomahawk Missile

Raytheon Co., Tucson, Ariz., is being awarded an $8,761,875 modification to a previously awarded firm-fixed-price contract for the replacement of the Pulse Code Modulation (PCM) Encoder due to obsolescence issues for the Tomahawk Missile. The PCM Encoder is a key component of the Mid-Body Range Safety Subsystem kit, which is installed into flight test configured missiles. The PCM Encoder samples the flight test missile guidance and avionics telemetry data stream, encodes and formats the data, and provides the telemetry information to the ground monitoring station. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Raytheon Receives Missile Defense Radar Funding

Raytheon Co., Integrated Defense Systems, of Woburn, Mass., is being awarded a firm-fixed price contract modification in the amount of $207,922,395, increasing the total contract value from $364,024,477 to $571,946,872. Under this contract modification, the contractor will manufacture and deliver the AN/TPY-2 Radar #11 with associated spares and three forward-based Prime Power Units with associated spares. The contracting activity is the U.S. Missile Defense Agency, Huntsville, Ala.

A Regional Imbalance Confronts a Strategic Rebalance in the Pacific

The new strategic emphasis on the Asia-Pacific region poses a new set of challenges for the U.S. military, ranging from cyberspace attacks to missile defense in a large-scale conflict. Meeting these challenges will require a new approach to coalition building as well as a shift in technology procurement. And, the relationship among the United States, China and their neighbors will weigh heavily on all efforts for regional security. 

Many of these points were discussed on the first day of TechNet Asia-Pacific 2012, being held in Honolulu, Hawaii, November 13-15. Titled “Rebalancing Toward the Asia-Pacific—Challenges and Opportunities,” the conference began with a direct focus on the key issues that define those challenges.

Lockheed Wins ISC2 Sustainment Contract

The Air Defense, Missile Warning, and Space Defense systems that support the missions of North American Aerospace Defense, U.S. Northern Command, and U.S. Strategic Command will continue to be sustained by Lockheed Martin, Colorado Springs, Colorado. The U.S. Air Force Life Cycle Management Center selected Lockheed Martin to provide operations, maintenance, and sustainment of these missions under the Integrated Space Command and Control (ISC2) contract. The contract consists of three one- year options, with a total potential value of $250 million. ISC2 provides geographically disparate commanders the ability to monitor and assess multi-mission threats concurrently. Under the sustainment contract, Lockheed Martin will support the space, air defense and missile warning missions, ensuring that information and data is seamlessly shared between those and other C2 systems. 

Raytheon Awarded Nearly $130 Million for Missile Defense Support

Raytheon Co., Huntsville, Ala., was awarded a $129,852,079 cost-plus-fixed-fee contract for the services in support of the Integrated Air and Missile Defense Component Plug and Fight A-Kit Implementation. The U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity.

Northrop Receives $108 Million ICBM Cryptography Contract

The U.S. Air Force has awarded Northrop Grumman Corporation, Herndon, Virginia a three-year, $108 million contract to develop and implement cryptography upgrades as part of the intercontinental ballistic missile cryptography upgrade II engineering and manufacturing development program. The Northrop Grumman-led ICBM prime team is responsible for overall sustainment of the weapon system including development, production, deployment and system modifications.
