NAVMAR Applied Sciences Corporation, Warminster, Pennsylvania, is being awarded a $12,436,224 cost-plus-fixed-fee order against a previously issued basic ordering agreement to continue efforts initiated under Small Business Innovation Research topic N94-178, to assess, procure, deploy, and support an advanced coalition, command, control, communications, computer, intelligence, surveillance, and reconnaissance equipment and system of architecture. Twenty percent of the work will be performed in Afghanistan. The company is also being awarded a $12,341,259 order against a previously issued basic ordering agreement for the assessment, procurement, and deployment of innovative intelligence, surveillance, and reconnaissance systems, and communication systems in support of phase three Persistent Ground Surveillance Systems. This effort also includes the assessment of unmanned aircraft vehicle (UAV) noise reducing technology, aircraft aerodynamics with increased lift and decreased drag, UAV weatherization, long endurance, submersible technology, interoperability of airborne and waterborne techniques to support ISR military operations and counter-narco-terrorism and related support hardware. The company is being awaded a third contract, a $12,336,876 order against a previously issued basic ordering agreement for the assessment, procurement, and deployment of innovative intelligence, surveillance, and reconnaissance systems, and communication systems, micro unmanned aircraft vehicle technology, and related hardware in support of phase three Persistent Ground Surveillance Systems. This effort also includes the procurement of 10 appropriately configured TigerShark unmanned aircraft system for precision acquisition weaponized system testing. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity for all three awards.

Booz Allen Hamilton Incorporated, Herndon, Virginia, is being awarded three  contracts. The first is a $24,966,507 cost-plus-fixed-fee, indefinite-delivery requirements contract to perform research and development in order to complete and deliver the "Emerging Leading-Edge Technological Advancement of Intelligence Surveillance Recon Capabilities Report", "Tactics, Techniques, and Procedures Report" and wargame/exercise lessons learned reports. These deliverables will be used to ultimately increase the situational awareness and survivability of the warfighter by helping them to better identify battlefield threats. The second is a $24,116,927 cost-plus-fixed-fee, indefinite-delivery requirements contract to perform research and development in order to complete and deliver the capability evolution description document; the system prototype report; and the test and evaluation master plan. The Navy will use these reports for investment decisions regarding potential technologies that can best protect warfighters from threats posed by technological warfare, natural disaster, biochemical warfare, and terrorism/insurgency. And the third is a $20,768,477 cost-plus-fixed-fee, indefinite-delivery requirements contract to perform research and development in order to complete/deliver critical infrastructure facilities assessments; strategic planning technical reports; and experimentation, war gaming and exercise technical reports. The III Marine Expeditionary Force will use these deliverables to analyze and recommend methods to limit terrorist and enemy threats in a permanently deployed, overseas environment consisting of III Marine Expeditionary Force and Marine Corps personnel, equipment, facilities and staff. Jorge Scientific Corporation, Arlington, Virginia, was awarded about $8 million for the research, development, and demonstration of intelligence, surveillance and reconnaissance, munitions detection, and counter-improvised explosive device technological solutions to address deficiencies. Work will be performed in Afghanistan. There were 999 bids solicited, with 999 bids received. The U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

Contrack International Incorporated, McLean, Virginia, has been awarded a $34 million contract for the design and construction of an intelligence, surveillance, and reconnaissance complex in Shindand, Afghanistan. The U.S. Army Corps of Engineers, Middle East District, Winchester, Virginia, is the contracting activity.

Jorge Scientific Corporation, Arlington, Virginia, was awarded a nearly $55 million contract for the operation and maintenance of Constant Hawk intelligence, surveillance and reconnaissance. Work will be performed in Iraq with an estimated completion date of August 31. The U.S. Army Contracting Command, Adelphi, Maryland, is the contracting authority.

The U.S. Army saw the need for more ISR support in Afghanistan, asked for it and got it-from the defense secretary-in the form of the Afghan Mission Network. The services now can increase their battlefield SA capabilities, but some may question whether the turnaround time was too fast for the network to be fully effective. Science Applications International Corporation, McLean, Virginia, was awarded a $10 million contract to provide airborne intelligence, surveillance and reconnaissance. Work will be performed in McLean, Virginia, with an estimated completion date of June 30, 2012. The U.S. Army Corps of Engineers, Vicksburg District, Vicksburg, Mississippi, is the contracting activity.

The Boeing Company, St. Louis, Missouri, is being awarded a $14 million contract modification for additional persistent intelligence, surveillance and reconnaissance unmanned aerial vehicle services in support of U.S. Marine Corps combat missions. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

From Aerostats to chat rooms, the demand for intelligence, surveillance and reconnaissance assets in Afghanistan is at an all-time high. As coordinators work to allocate and organize the largest number of capabilities ever deployed, the challenge remains to maximize the potential of what already exists.

Homeland security, coalition and other military operations-all depend on the fruits of quick and efficient data processing, exploitation and dissemination.
