Bill C. Giallourakis is an experienced attorney with specialization in federal procurement, construction, and intellectual property law. He is the author of Contracting with Uncle Sam: The Essential Guide for Federal Buyers and Sellers (U.S. N.I. Press, 2008). The book provides competency for vendors and their government counterparts, which either bid on, award, execute or administer contracts.
As President of Giallourakis Business Consulting, LLC., a SDVOSB, the firm provides consulting services to industrial, software and construction firms nationally doing business with the Federal Government.
He has served as counsel for numerous bid protests before the GAO; has extensive litigation experience involving contract terminations and claims at various Boards of Contract Appeals, to include VA, Armed Services, and Corps of Engineers, to include U.S. District Courts and Court of Federal Claims. He has prosecuted patents, related oppositions and appeals to include trademarks before the U.S. Patent and Trademark Office (USPTO).
As former Army officer he served on the Army General Staff working on R&D Projects in the Pentagon (IHAWK, TSQ-73); staff, command positions in U.S., Southeast Asia, Europe; and Program Management assignments integrating engineering experience with executive and legal skills (SINCGARS-V Radio Program, JINTACCS).
Mr. Giallourakis is a member of the Florida, New Jersey and D.C. bars, as well as the USPTO. J.D. Seton Hall University Law School; M.B.A. Fairleigh Dickinson University; M.S.E.(E.E.) Purdue University; B.S. United States Military Academy.
