Sheila McCoy
Director

Sheila McCoy coordinates student registrations for the PDC. As the registrar she serves as the direct contact for course attendees, orders course books, facilitates payments and oversees daily catering.

Sheila joined the PDC in November 2008. She is a retired Navy captain with 30 years of extensive experience in command, control, and communications based on various assignments including serving on the staff of the Department of Navy Chief Information Officer as the Team Leader for Information Assurance and Privacy. After her retirement from the Navy, Sheila worked with Booz Allen Hamilton as a privacy consultant for Federal Government clients. Sheila has earned an MA in Management and Supervision from Central Michigan University and an MS in Systems Technology (Joint Command, Control, and Communications.)

Sheila has been a member of AFCEA since 1982 and was an AFCEA Senior Military Fellow for a one year assignment. She has also been active in the leadership of the Monterey CA, Dahlgren VA, and Northern VA Chapters of AFCEA. Sheila also served eight years as a Director of Navy Federal Credit Union.

Sheila holds several military decorations including two awards of the Legion of Merit and several AFCEA awards.

Fred Rainbow

Vice President & Executive Director

Fred H. Rainbow joined the AFCEA International staff as the vice president for education and the executive director of the AFCEA Educational Foundation in May 2005. Mr. Rainbow came to AFCEA from the U.S. Naval Institute where he had worked for 30 years.  Mr. Rainbow serves on the Secretary of the Navy's Advisory Committee for Naval History and the Board of Trustees of The Naval Intelligence Foundation. He also is a member of the George Mason University C4I Center Advisory Group.

A cum laude graduate of Slippery Rock University, Slippery Rock, Pennsylvania, with a degree in history and social studies, Mr. Rainbow received the Coast Guard Distinguished Public Service Award in 2002, the Admiral Arthur W. Radford Award for Excellence in Naval Aviation History and Literature in May 2005, and the Navy Distinguished Public Service Award in November 2005.

In addition to being a member of AFCEA, Mr. Rainbow is a life member of the U.S. Naval Institute, Marine Corps Association, Naval Intelligence Professionals, and Naval Aviation Museum Foundation.  Click here for complete bio.
