The Government has relied on Land Mobile Radio (LMR) technology for vital missions for many years, and also has significant LMR investments. To achieve true interoperability, the 4G technology – LTE is recommended to be the only mandated wireless technology for 700 MHz public safety networks in the US.  A single licensed operator (FirstNet), a single frequency band (700 MHz Band 14) and a common LTE technology are to operate the Nationwide Public Safety Broadband Network (NPSBN) – a private network.  It is inevitable that LMR and LTE technologies will have to co-exist for some time in the future due to a) the large investments on LMRs and b) while LMR has a national footprint, the LTE national roll out by FirstNet will take years to accomplish. MITRE, in association with DHS and support from AFCEA International is hosting a LTE/LMR Convergence Workshop to address the technical challenges.

Workshop Format

Based on the number of presentation briefs accepted, we are currently planning four sessions over one day. The first three sessions will be Unclassified – U.S. only. The last session will be FOUO – U.S. only. To participate in the FOUO session, attendees must possess a current DoD Secret Clearance and be a U.S. Citizen.  Follow instructions under “Security Clearance Procedures” to send your clearances to MITRE.  The workshop will be auditorium style seating, with approximately 150 attendees.


Workshop Registration

Registration will be on a first-come, first-served basis, and a waiting list will be maintained. Registration for active US Government personnel is free. The cost for industry contractors will be $75. Registration includes breakfast and breaks. Lunch is available for separate purchase.

Security Clearance Procedures

NOTICE: To participate in the FOUO portion of the MITRE LTE/LMR Convergence Workshop, attendees must possess a current DoD Secret Clearance and be a U.S. Citizen. A visitor's security clearance is certified to MITRE via the Joint Personnel Adjudication System (JPAS). In those instances in which a visitor's organization does not use JPAS, a visit authorization letter form must be submitted to the Global Security Service Center (GSSC) or the Site Security Representative prior to the visit.

NOTE: Visitors are not permitted to hand carry their visit request into MITRE, consequently, enough time must be allotted for the request to be processed at MITRE Security.

The following topics are of interest to this workshop:

  • 3GPP standards in LTE/LMR convergence
  • Public safety requirements in LTE/LMR convergence
  • M&S, lab and field experimentation in LTE/LMR convergence
  • Security in LTE/LMR convergence (FOUO)

Only a limited number of presentation briefs will be accepted. In addition, presentation briefs originating outside the U.S. will not be accepted by this workshop. To attend or participate one must be an U.S. Citizen. To participate the FOUO session, one must possess a current DoD Secret clearance and be a U.S. Citizen.
