SESSION ONE: CRITICAL INFRASTRUCTURE PROTECTION - INTELLIGENCE PARTNERSHIP  

The majority of the nation’s critical infrastructure is owned and operated by the private sector.  Nonetheless, the dire consequences of an assault against any of the infrastructure components have led the federal government to take a leadership role in protecting it.  In the end, though, both the public and private sectors have a shared responsibility in this mission. To enable this partnership, effective information/intelligence sharing is essential.  This session will assess the state of this cooperation from both the public and private sector perspectives.  Panelists will share progress, challenges, and their view of priorities for the future of this critical mission.

Former Inspector General of the National Security Agency (NSA).  Prior to his service with NSA, was an attorney at the Department of Justice and in private practice, where his diverse practice included securities regulation, antitrust, and a wide variety of civil and criminal trial work.

The transportation and energy sectors are interlocking elements of the public/private enterprise that underpin our national security.  These components are also part of a global network extending far forward into frequently unstable portions of the world.  In this session, government and industry experts will focus on transportation and energy and seek to answer the following questions: How do these sectors generate information necessary for "force protection?"  How is intelligence support and information sharing in these sectors accomplished today?  What barriers exist to two-way information sharing? What is needed to address shortfalls?

From 1999-2000, established and led the International Y2K Cooperation Center, sponsored by the United Nations and the World Bank.  Since 2000, has provided counsel to corporate senior management responsible for developing and executing market and sector strategy, wherever government is a factor.  Is on the CSIS Commission for Cyber Security for the 44th Presidency.
