SESSION ONE: THE ECONOMY AND INTELLIGENCE CHALLENGES

Overview:

The global economic crisis has significantly altered the world economic and political environment and given rise to new national security challenges while simultaneously increasing competition for resources needed to meet those challenges.  The U.S. federal debt is the largest in history. Major overseas holdings of U.S. dollars give increasing power to competitors and threaten the dollar’s stability.  Emerging nations place increasing demands on the finite quantities of petroleum and other critical resources, helping change the global economic landscape. Overall, there has been an enormous transfer of wealth and power to authoritarian regimes shifting influence away from the U.S.  This session will explore the broad spectrum of economic security threats facing the U.S. and how the Intelligence Community must address them.

Framing Questions:

  • Is the economic crisis our primary security threat today?
  • What collection, estimative, coordination and implementation capabilities does the U.S. Government need now?
  •  Given the Administration’s response to the economic crisis over the last year, what now are the next steps?

SESSION THREE: DEFINING INTELLIGENCE STRATEGIES FOR PROLIFERATING CRISES

Overview:

While the conflicts in Iraq and Afghanistan claim the most attention, a whole spectrum of evolving issues are demanding attention from our national security leadership and from the Intelligence Community (IC).  This session will explore the impact on the IC precipitated by threats such as narco-terrorism and U.S. border security; the linkage between international crime, corruption and terrorism; the resurgence of non-Muslim terrorist organizations; and the proliferation of dangerous technologies and weapons. 

Framing Questions:

  • Is the IC’s outlook sufficiently broad in scope and capability to be able to detect and warn of evolving challenges across the threat spectrum? 
  • Are today’s resources correctly? 
  •  Are we taking full advantage of OSINT sources and methods? 

 

  • Is there a need for debate concerning the constitutional issues associated with intelligence collection?

SESSION FOUR: CYBER CRIME, CYBER TERRORISM, CRITICAL INFRASTRUCTURE PROTECTION

Overview:

The U.S. ability to use and leverage the power of information across the spectrum of government, industry, and the private sector may well be our biggest competitive advantage in the next decade…and may prove to be our biggest vulnerability.  This session will examine the progress of efforts to use security “best practices” to mitigate critical infrastructure vulnerabilities and address threats from terrorists, criminals and state sponsored adversaries – while protecting individual privacy.  The session will also address the Administration’s plans and resources to address the threats.  Speakers will have expertise in the infrastructure vulnerabilities of the government and private sector and an understanding of how to create policy to best protect us. 

Framing Questions:

  • To what degree will the evolving crises be complemented by exploitation of and attack against U.S. IT systems and infrastructure?

 

  • What is the trade-off between cost, convenience, features, privacy, interoperability, and speed to market on the one hand, and security on the other? 
  • Is it possible to design systems smarter that have higher performance, and enhanced security and are at the same time, more economical? 

 

  • Which commercial best practices should be considered for government adoption?
