Track Three: Army Enterprise Transformation - Knowledge Management and Business Innovation

Our Army is in the midst of a transformational effort to become a net-centric, knowledge based force.  In today's environment, modular forces will be integrated with a highly networked backbone with every Soldier serving as an extension of the GIG.  As the DoD continues to evolve towards this ever increasingly complex network of applications, services and information, the associated knowledge capability gaps must be addressed.  We are instituting best business practices across the Army by effectively managing the IT infostructure as an enterprise in order to ensure that customers can access information and services via the Internet anytime from anywhere in the world. The end result of this transformation will be better services and quality of life for the Soldier while allowing for a more agile, deployable, and lethal force.  This track will cover various knowledge management (KM) challenges and ongoing initiatives such as Enterprise Resource Planning (ERP), ARFORGEN KM, and Defense Knowledge On-line (DKO).

Session 1:  Human Capital

This session will provide:

  • Preview of Career Program-34 education, training and development opportunities for FY 08 and review of ACTEDS policies and practices. 
  • Overview of the new Civilian Education System (CES) program for leadership development. 
  • Update on national-level workforce agenda items impacting IT, such as the President's Management Agenda (PMA) and an introduction to National Security Personnel System (NSPS) resources.
  • Introduction to the Army Senior IT Management Advisory Board (SITMAB) and key enterprise initiatives currently being worked.

Session 2: Defense Knowledge Online (DKO) State of the Union

The AKO/DKO Team leads a joint effort to develop, integrate, deploy, and support DKO, an adaptive and agile enterprise portal for the Department of Defense.  DKO will utilize current and future net-centric technology to enable a framework that empowers knowledge dominance, ensures synchronization of resources, and aggressively enables situational awareness and operational security in support of the Warfighter.  During this track session, the DKO Team will present IOC status, ongoing technical and functional coordination efforts, and the future phases to achieve full operational capability.

Session 3: Transitioning from AKO to DKO – New Features and Functionality: Appian 5.2 Upgrade

During the course of this track session, the AKO/DKO Team will address the current capabilities and expanded features and functionality that will come with the AKO/DKO portal upgrade to Appian 5.x.  This presentation will identify the AKO/DKO baseline freeze requirement; the proposed schedule to implement, as well as the functional changes requested by the AKO/DKO configuration control board that are provided with the upgrade and any Service Oriented Architecture benefits of this upgrade.

Session 4: Net-Centric Operational Environment (NCOE) KM Functional Solutions

Analysis (FSA): The characteristics of operating in the Net-Centric Operating Environment demand that both the culture and technology adapt so that rapid and ubiquitous access to relevant information becomes a distinct strategic and tactical advantage. This challenge is not only merely the acquisition of more systems or connections, but involves a cultural shift that allows relevant information to be readily accessible where it is needed, without the impediments of organizational barriers or excess infrastructure. An element of the Joint Capabilities Integration and Development System process, the NCOE Joint Capability Document captures the results of the Functional Area Analysis and Functional Needs Analysis, identifying the required Joint capabilities and projected gaps expected in year 2015. The Functional Solutions Analysis is the third and final analysis in the Capabilities Based Assessment process. The KM FSA examines the KM capabilities gaps through the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) lens, with emphasis on the cognitive and social interaction capabilities and attributes.

Session 5: ARFORGEN KM Overview

Speakers:  LTC Robert E. Smith, G-3 and Mr. Fred Rawcliff, FORSCOM

 

This session reviews the leverage of Joint and service processes in the development and maintenance of ARFORGEN proprietary knowledge and decisions appropriate to the various levels of command throughout the Army. (Proprietary knowledge is defined as the value-added deliverable of any specific process within ARFORGEN and Title 10 functions.) Discussion during the session focuses on the characteristics of achieving decision superiority in ARFORGEN which includes capture of force requirements, analyzing force availability and sourcing of requirements, and the synchronization of Army training, resourcing, equipping, and manning actions with Joint processes to meet the requirements. These characteristics are couched within the knowledge management principles of People & Culture, Processes, and Technology.

Session 6: KM From the CAC perspective (CAC)

Speaker:  COL James Galvin, Combined Arms Center, Fort Leavenworth

 

This session will provide an overview of the Combined Arms Center at Fort Leavenworth’s vision of the practice of Army Knowledge Management in support of Army transformation and the ARFORGEN.  Among the topics discussed will be the role of the Center for Army Lessons Learned as a repository of best practices, the Combined Arms Doctrine Directorate’s role in integrating KM into foundational doctrine, such as FM 3.0 "Operations", and a series of Field Manuals specifically for the practice of KM in the Operating Force.  Other topics which will be discussed include the Battle Command Training Program team’s assistance to units preparing for deployment. The Combat Training Centers’ and National Simulation Center’s provision of immersive environments and observer controllers who support knowledge transfer through immersive experiences, the role of the Center for Army Leadership in leader development with a focus on the role of KM for leaders,  the School for Command Prep which exposes future battalion and brigade commanders to the role of KM in their units, the Army Management Staff College and the USA Sergeants Major Academy role in preparing future Civilian and NCO leaders by exposing them to the role of KM, the Collective Training Directorate in enabling the management of training knowledge, and the absolutely vital role the Battle Command Knowledge System (BCKS) provides with its online forums for Soldiers and KM training while supporting doctrine development, leader development, training, lessons learned and battle command.

Session 7:  IT Portfolio Management: Ensuring Army Information Technology Investments Provide the Optimal Set of Capabilities

Portfolio Management creates actionable visibility of resource investments and gives the opportunity to improve the speed and quality of investment decisions. IT PfM is enabling the Army to effectively manage IT investments to facilitate decisions to make, modify, or terminate IT investments while also prioritizing IT investments, directly enabling Army IT transformation. This session gives an overview of Army IT portfolio management efforts and provides an update on the progress made by the Army in managing its IT investments as portfolios.  This session will also give an update to the audience on the continued development of APMS as the Army's authoritative database supporting IT Portfolio Management activities. The briefing will advise of the current APMS activities and planned future efforts.

Session 8:  Asset Discovery Tool (ADT)

Speaker:  Mr. Joe Paiva, CIO/G-6

 

This session will provide an introduction to the IT Asset Discovery tool which has been licensed for use across the entire Army.  This tool, which is free to all Army organizations and is being implemented across the entire LandWarNet, provides Army IT Managers at all levels information about the hardware and software attached to their segment of the network.  It provides an easy to use web interface with numerous reports that enable local IT managers to identify network policy violations, effectively distribute resources, take better advantage of new and existing Army Enterprise License Agreements, consolidate maintenance contracts, prepare RFPs and many other tasks.  This is a "must see" presentation for all DOIMs and their NetOps, IAMO and Resource Management leaders.
