Track Two: Information Assurance – The Defender’s Challenge

DoD Networks are under constant attack!  The Army has the responsibility for protecting and defending the LandWarNet -- the Army's portion of the Global Information Grid (GIG) -- and the communication capabilities of the Warfighter.  The Army's Information Assurance (IA) Program is the key to information dominance and survivability in the current cyber-warfare environment.  The IA Track covers technical challenges, policy and compliance aspects, information technology and the law, and best practices for protecting and defending the LandWarNet against sophisticated attacks and disruptions.  Participants will take away a better understanding of the threat, and become part of the solution for these IA challenges.  Attendees will learn about current initiatives to thwart the global enemy, and secure and assure Army Networks, systems, and information.  Furthermore, the audience will learn what it takes to become a trained, certified, and confident workforce capable of executing this critical mission.  The track will consist of presentations, discussion, and technical training sessions focused on the operational advantage for the Warfighter.

Session 1:      State of the Army Information Assurance (IA) Program

Speaker:  Mr. Roy Lundgren, Deputy Director, Army Office of Information Assurance & Compliance


In the 1960’s, IA was not as complex as it is today.   Back then, IA simply meant controlling access to the computer room by locking the door and placing guards to protect it.  IA has come a long way in the last four decades. While the emphasis remains on strategic risk management over tools and tactics, today’s issues of corporate governance such as privacy, compliance, audits, identity protection, business continuity and disaster recovery, these are but a few of the sub-texts of the Army’s IA program and the challenges faced by the Warfighter.  The presenter will clearly articulate what is most important now and how it will impact the Army tomorrow!

Session 2:      How to Create Synergy and Success with the Compliance Triad

Speaker:  Ms. Sally Dixon, Army Office of Information Assurance & Compliance


FISMA, DIACAP, NETWORTHINESS – Fitting the pieces together can be daunting even to the most seasoned IA practitioner! However, FISMA, DIACAP, and Networthiness have become key strategies of the design and development processes and intertwined into the lifecycle management of systems, architectures, and networks.  A must session for anyone who wants to leverage this strategic triad for guaranteed success.

Session 3:      Road Ahead for Identity Protection and Management

Speaker:  Ms. Sam Crowell, Army Office of Information Assurance & Compliance


What is the road ahead for the identity protection and management program?  This session will focus on the Army’s program, policies, initiatives, and technology designed to facilitate identity protection and management for success in a global environment. The topic will introduce real world challenges of privilege management and access control for information sharing between Army and external agencies.

Session 4:      Army IG - IA Compliance Strategy Implementation

Speaker: Mr. Don Watson, Department of the Army Inspector General IA Compliance Division  


The Inspector General IA Compliance inspections began in December 2007 with the primary focus on the DOIM community, shadow DOIMs, and tenant organizations.  This session will present the phases of the Army IA Compliance Strategy, IA Compliance Inspection Methodology and Tools, and planned future inspections.

Session 5:      Standardizing the Federal Desktop for a Secure Army

Speaker: Dr. Amy Harding, Director, Integration and Plans Directorate


The Federal Desktop Core Configuration (FDCC) for common desktop holds promise for better security.  This session covers the Army’s implementation of the OMB Memorandum’s three basic provisions: 1) Vendor’s certification of applications for functionality and correct applications; 2) Standard installation, operation, maintenance, and patch management not to alter the configuration settings from the approved FDCC; and 3) Applications designed for normal end users to remain in the standard context without elevating system administration privileges.
