Track Five:
Future Network Systems
This track will contain several initiatives culminating with a holistic view of the Army’s “Future Network Systems”. Our “Future Network Systems” must enable the Joint and Multinational Warfight. The Warfighter Information Network – Tactical (WIN-T) is a robust tactical communications backbone that supports a variety of warfighter-driven applications, Future Combat Systems (FCS), and is interoperable with the Joint Tactical Radio System (JTRS). WIN-T employs a combination of terrestrial, airborne, and satellite-based transport options, providing multi-level connectivity in support of full spectrum operations. WIN-T will exploit the Global Information Grid (GIG) to allow worldwide connectivity for Army commanders and other communications network users.

Session 1: Bringing WIN-T Capabilities to the Force
Speaker: COL Edward Eidson, TRADOC Capability Manager – Networks and Services (TCM-N&S), US Army Signal Center and Fort Gordon, GA
This session will explain the evolutionary fielding of WIN-T capabilities to the Force. Accomplished through incremental builds, fundamental network building blocks will be presented to show how WIN-T capabilities support the expeditionary force from present to 2016. These capabilities will include the leveraging of commercial-off-the-shelf (COTS) products as well as new products from extensive research and development. All to provide world class communication support to warfighting commanders to assist in a quicker synchronization of forces, benefit from greater lethality, and achieve their objectives sooner. The Army commanders will directly benefit from advanced and integrated network operations tools that increase their ability to plan, manage, and tailor network resources in support of Army missions.

Session 2: SATCOM
Speaker: COL Leith Benedict, TRADOC Capability Manager-Satellite and Network Extension (TCM-S&NE), US Army Signal Center and Fort Gordon, GA
The joint force requires a robust, high capacity communications network that is capable of providing responsive information transport to all users throughout the entire Battlespace. The Army’s Future Network will employ a combination of terrestrial, airborne, and satellite-based transport solutions, providing multi-level, reliable, secure, and protected connectivity in support of full spectrum operations. This session will highlight efforts to enhance the satellite communications (SATCOM) transport layer in the near term and initiatives to develop new SATCOM capabilities to satisfy future reach and reach-back requirements. Topics to be discussed include more efficient use of Narrowband UHF SATCOM, Wideband SATCOM Ground Mobile Force (GMF), Phoenix and Global Broadcast Service (GBS) upgrades, Protected SATCOM AEHF upgrades, and the future High Capacity Communications Capability (HC3) program.

Session 3: Joint Tactical Radio System (JTRS)

This JTRS session will provide LandWarNet 2008 attendees with a basic understanding of JTRS and the overall program update, and provide a basic understanding of waveform fundamentals and the challenges involved for the JTRS. There will also be a Rifleman Radio program update provided during the session.

Session 4: Electromagnetic Spectrum Operations (EMSO)
Speaker: Mr Matt Cullen, Chief, Frequency Spectrum Proponency Office, US Army Signal Center and Fort Gordon, GA
Operationalizing Spectrum Management into Electromagnetic Spectrum Operations (EMSO),”It’s not just about the network”. EMSO has an operational focus providing spectrum support for all radio systems in the operational environment: communications, electronic warfare, air defense, radar, etcetera. This session will discuss the core functions of EMSO: spectrum management, frequency assignment, host nation coordination, and policy enforcement; the S6/G6 role and responsibilities for EMSO; the overlap between electronic warfare and EMSO; and actions underway to build EMSO capability for tactical operations.

Session 5: Leveraging the Power of Information and Cyberspace - Electronic Warfare
Speaker: COL Wayne Parks, Director, US Army Information Operations & US Army Computer Network Operation-Electronic Warfare Proponents (USAIOP & USAEWP) at the Combined Arms Center (CAC), Fort Leavenworth, KS
This session will outline the initiatives underway across the Doctrine, Organizations, Training, Materiel, Leader Development and Education, Personnel, and Facilities (DOTMLPF) domains as the Army moves forward in the critical areas of Information and Cyber-Electronics. Using the foundation of FM 3-0, Operations (released in February 2008) in which Information is clearly called out as an Element of Combat Power, the USAIOP & USAEWP are leading the Army’s efforts to leverage Information and Cyberspace as they impact Land Component operations.

Session 6: LandWarNet Rehearsal of Concept (ROC) Drill Outbrief

This session will provide an overview of the execution, associated activities, and initial findings from the LandWarNet Rehearsal of Concept (ROC) Drill, conducted on 22-24 July 2008, at the United States Army Signal Center (SIGCEN), Fort Gordon, GA. This effort focused on a Signal Regimental-wide synchronization of the Network Service Center (NSC) concept and Network Service Center capabilities that enable the warfighting functions required for today’s expeditionary forces. This session will reveal the Network Service Center related gaps and limitations, and initial enterprise level related issues that must be overcome to achieve a truly singular enterprise level governance.
