Track Three: Army Knowledge

The Army is challenged today in a period of fiscal constraint and competing enterprise projects on the LandWarNet with providing strategies and policies for Information Technology and Knowledge Management investments, governance, and compliance while continuing to assure an efficient knowledge-based Force. This track investigates the utilization of enterprise solutions at different levels within enterprises (Federal Government, DOD, Army, Generating and Operational Forces) to meet those challenges and how to ensure decisions are properly implemented and results achieved while ensuring agility implementing large enterprise solutions. This track will also provide the criteria for what goes into an Area Processing Center and how that selection is made.

Session 1: Collaboration - Leveraging DoD Services to Enhance Knowledge Creation
Speaker: Mr. Marvin Wages, CIO/G6, Human Capital Management
This session will focus on how the Army will leverage DoD Services to support opportunities for efficiencies and effectiveness to improve Knowledge Creation and Sharing across operational and generating force activities. Presentation and discussion will include: DoD Enterprise Collaboration Policy issues (3:1 memo), integration of the DoD Enterprise Collaboration effort and the Army effort and governance of collaboration tools within the GNEC construct. |

Session 2: Incorporating Joint Capabilities into Army Equipping Strategy
Speaker: Mr. Thaddeus Dmuchowski, Deputy Director, Governance, Acquisition & Chief Knowledge Office
The session will focus on how the Army will conduct portfolio analysis under the Capability Portfolio Management construct implemented through the LandWarNet/Battle Command Capability Set Development Strategy to identify and exploit opportunities for efficiencies and effectiveness to improve the portfolio and thereby support the operational force and generating force activities across the entire spectrum of conflict and operational environments. |

Session 3: How We Govern a Joint Enterprise
Speaker: Ms. Sonya Phillips, Policy/Governance Division
This session will focus how the Army's IT enterprise governance construct is addressing the joint capabilitiy areas. This includes the process flow of requirements from the joint community, relationship management, and the decision forums. |

Session 4: KM Implementation - Thought to Implementation "Enabling Agility"
Speaker: Dr. Robert Neilson, Knowledge Management Division
This session will review and critically analyze the Army's efforts to-date in implementing the Army Knowledge Management Principles from an enterprise perspective. It will cover: strategic communications efforts, KM education and training, and an analysis of KM strategic plans submitted by the Army Component Commands, Army Service Component Commands, and Direct Reporting Units as appropriate. Regarding strategic communications the track will specifically discuss efforts surrounding Army Knowledge Strong, a HQDA website, the K-Cast newsletter, Army KM awards tied to the KM Principles, and the SPC Alfredo animation. Regarding KM education discussions will focus on: development of a KM competency model, a KM maturity model, and an Army War College elective course on KM. Lastly, the presentations and discussions will critically analyze the Strategic Plans submitted by the ACC's, ASSC's, and DRU's - "the good, the bad and the ugly.

Session 5: Streamlining the Certification and Compliance Process
Speaker: Mr. Allen Haines,
CIO/G6, Acquisitions Compliance & Certification Division
This session will focus afound a Lean Six Sigma (LSS) Project that begins with analysis of CIO/G6 Title 10 and Title 40 requirements and Army process which support those requirements. The project ends with a recommendation for a streamlined process collapsing the current level of effort into a more effective and efficient process to satisfy Title 10 and Title 40 requirements for the customer.

Session 6: Developing an IT Enterprise Workforce
Speaker: Ms. Jackie Rustigian, Human Capital Management Division
This session will define the five goals and describe the key initiatives of the IT Human Capital Strategic Plan, the guiding force shaping the CIO/G-6 efforts to build and sustain a world-class IT workforce. Topics include: 1) Build a relevant and ready workforce by defining IT competencies and providing roadmaps for career progression; 2) Recruit and retain high potential graduates through the DA Intern/Army Knowledge Leaders Program and use flexibilities to hire top talent in critical IT areas (security); 3) Develop a knowledge sharing culture and integrate KM principles and practices into education programs; 4) Train, educate and develop leaders by promoting CIO/IA/PM certificate programs and long-term education at the IRM College and encouraging developmental assignments across Army/DoD; and 5) Advance workforce development by advocating human capital reform (DoD/federal) and engage in Army's transition to Broad Career Groups and Talent Management programs.

Session 7: Review Policies, Processes and Tool Availability of Current State of Social Networking in the Army

This session will focus on how Army personnel can leverage social networking technologies to enhance decision making and collaboration in a joint environment from warfighter forums to public affairs.
