AFCEA International, established in 1946, is a non-profit membership association serving the military, government, industry, and academia as an ethical forum for advancing professional knowledge and relationships in the fields of communications, IT, intelligence, and global security. AFCEA supports local chapters, sponsors events, publishes the award-winning SIGNAL Magazine, promotes education, and provides member benefits – all with the purpose of equipping its members to meet government’s challenges and to further their careers. AFCEA and its chapters provide a common ground for learning that is unquestioned in its integrity and unequaled in the reach of its relationships. Education is an AFCEA core value. The Association, in partnership with the AFCEA Educational Foundation, Chapters and members worldwide, presents $1.5 million annually in scholarships, grants and awards to in the science and technology majors as well as those fields related to intelligence and homeland security attending the five service academies, ROTC programs, graduate schools and other educational institutions. The AFCEA Professional Development Center (PDC) complements the Association’s educational efforts by providing a wide-ranging program of continuing educational and technical training courses. The Foundation also sponsors awards and prizes for academic excellence in military schools and training institutions of all of the Services.

The 9th Signal Command (Army) finds that, for the purpose of attending the Welcome Reception, the Patron Dinner (which is by invitation only), and the Beach Block Party, held in conjunction with the LandWarNet 2009 event on August 17-20, 2009, in Fort Lauderdale, Florida, and accepting free attendance to the event by Army personnel, in their personal capacities, as specified in 5 C.F.R.2635.204(g)(2), Widely Attended Gatherings, the event is widely attended. Army personnel outside of the 9th Signal Command (Army) may not accept free attendance at this event, however, until their supervisors make a determination that attendance is in the interest of the Army. Other gift acceptance exceptions under DoD rules or 5 C.F.R. 2635.204 may also apply.
