Mr. Barlow will provide insights into how industry can better communicate its capabilities to meet NGA needs.  He will provide an overview of NGA’s philosophical approach to contracting, RFPs, proposals, evaluations, etc. that may help industry better respond to formal documentation issued by NGA. 

 

Focus Questions:

  • Have there been changes in contracting philosophy and approaches over past 12 months? 
  • How can industry partners better understand NGA’s philosophy of “best value”?
  • What RFPs can industry expect in the next one to three years?  
  • How will the new Commercial Remote Sensing Program Office operate with regards to the next generation of commercial satellites, commercial airborne data procurement and data acquisition from commercial imagery satellites?
  • Much has been said about Organizational Conflict of Interest (OCI) and in-sourcing versus outsourcing.  How is NGA applying the new OCI rules?

  • Are these priorities going to be worked through existing Innovision contract vehicles?  Are you planning to release RFP(s) for new vehicles?
  • In general, what is your funding profile and your funding allocation against your priorities?
