SESSION ONE: INTEGRATION AT THE CUSTOMER LEVEL |
The complex threat environment of the 21st century creates new vulnerabilities in non-traditional intelligence areas – financial, health, cyber, environmental, homeland security, etc. In addition, new collaborative technologies, open source and the proliferation of information systems are eroding the traditional division between intelligence “producer” and “customer.” As a consequence, there is a need to rethink the engagement model to broaden the customer base, deepen the relationships, and reengineer the systems and processes to make intelligence more relevant, timely and actionable.
In this milieu, how does the Intelligence Community:
- Broaden its customer base to include non-title 50, foreign partners, state, local, tribal, private sector, international, NGOs, etc?
- Develop a collaborative approach that leverages the resources of the customer and moves beyond the traditional “producer-consumer” model?
- Deepen customer understanding and engagement through better segmentation, requirements management, liaisons, service centers, etc?

The themes of integration and collaboration are simply the means to accomplish the mission. Since the establishment of the ODNI, various mission management models have been established in support of Counter Terrorism (NCTC), Counter Proliferation (NCPC), Counter Intelligence (NCIX), North Korea, Iran, and Cuba/Venezuela. In some ways, the Intelligence Community has always worked these issues, but now it is organizing and resourcing them with more focus.
As a result, questions arise:
- How is collaborative mission management working today? What is not working?
- How should it work in the future?
- What are the different models that allow for more effective collaboration?
- What are the implications in terms of people, process, and technology?

Customer support, mission management, and collection and analytic transformation require a solid foundation across the Intelligence Enterprise in terms of people, process, and technology. To this end, barriers to integration must be addressed through dramatically improved information sharing capabilities (governance, technology, management), improved business processes (planning, programming, budgeting and security clearance management), and changing the culture of the Intelligence Community to improve collaboration across organizational boundaries.
How does the Intelligence Community:
- Improve information sharing? What are the fundamental elements that must be addressed?
- Manage the resources of the Community in a more effective and efficient way?
- Create a culture of collaboration and unity of effort without diluting the cultures and deep specialization of the agencies within the IC – unity without uniformity
