A WORD FROM THE SYMPOSIUM CO-CHAIRS

Dear Intelligence Professional:

The need for reform and transformation of the Intelligence Community (IC) is a hot topic. The AFCEA Spring Intelligence Symposium, held at the Top Secret/SI/TK level, will examine how IC reform and transformation might manifest themselves in more tangible terms for its member agencies, intelligence consumers, and private sector partners. On the first day, the emphasis will be on new threat environments as seen from national, tactical, and homeland security viewpoints. The second day will focus on how customers needs, mission requirements, and threats are being addressed.

Community leaders will highlight what they see as the most daunting threats to national security and homeland security. Experts with differing perspectives will assess the impact of changing threats and the restructuring of the Community on the methods for collection, processing, exploitation, analysis, production, and dissemination. Directors of Intelligence from key agencies will explain how they plan to use information sharing and technology to improve the quality of intelligence products. Senior Acquisition Executives will discuss what the IC needs to do to develop and acquire the capabilities it will need to be successful in the projected threat environment.

Specific questions the Symposium will address include:

  • How are intelligence operations being affected by the global war on terrorism?
  • Regarding collection, processing, exploitation, analysis, production, and dissemination --What problems endure? What's working? What are the gaps?
  • How are the intelligence production centers using concepts from the knowledge management discipline and the online mass customization industry to improve the output of their “intelligence factories?”
  • How does information sharing impact intelligence production? Is intelligence amenable to mass customization and E-Business techniques? What contemporary approaches to enterprise architecture and engineering lend themselves to a more integrated intelligence community?
  • How do IC acquisition practices and authorities have to change to deliver the technologies and production capabilities for dealing with the new threat environment?
