COL Anthony E. Baker, Sr. assumed duties as Chief of Family Programs, National Guard Bureau (NGB), Joint Staff on 5 July 2004 after completing the Army War College Senior Service College Fellowship at Carnegie Mellon University, Pittsburgh, PA.

 

As Chief of Family Programs, COL Baker is the resident expert on family issues and program needs.  His role includes but is not limited to developing and maintaining contact and liaison with multiple government agencies and civilian organizations that interact with the National Guard on family and quality-of-life issues. COL Baker also develops and delivers presentations and training to military and civilian audiences on family and life issues and programs throughout the National Guard. In addition, he provides technical advice and assistance to NGB officials, the state adjutants general, and other officials of the states and territories with respect to the development, interpretation and implementation of policies and procedures relating to family and quality-of-life issues and programs within the National Guard.

 

Hailing from Baltimore Maryland, COL Baker was commissioned as 2LT through the Maryland Officer Candidate School program in 1983 and has served in a variety of positions with the Maryland Army National Guard (MDARNG) and NGB Joint Staff.

 

During his years of service with the National Guard, COL Baker participated in several key assignments, including serving as Acting Division Chief, Fulltime Support Division, Army National Guard (ARNG); Chief, Policy and Program Branch, Staff Management office, ARNG; Army National Guard Human Resources Realignment Officer, ARNG; Fulltime Support Management Officer, Fulltime Support Division; Operations/Training and Mobilization Officer, ESGR, Office of the Secretary of Defense; Army Guard Reserve Manager, MDARNG; Brigade S-1, 29th AVN Bde, MDARNG; Detachment Commander ROTC, Region 1, Bowie State University, Bowie Maryland; Company Commander, HHC, 129th Signal Battalion, MDARNG; Battalion S1, 129th Signal Battalion, MDARNG; Senior TAC Officer, Officer Candidate School, Maryland Military Academy, MDARNG; Weapons Platoon Leader, COA 175th Infantry, MDARNG; and Rifle Platoon Leader, COA 175th Infantry, MDARNG.

 COL Baker attended LaSalle University and received a Bachelor of Science in Criminal Justice in 1993 and a Master of Science in Human Resource Management in 1995. In 1998 he completed his second masters program and was awarded a Master of Arts in Organizational Communication from Bowie State University.  His military education includes graduating from The Command and Staff College along with the Army War College Senior Service College Fellowship Program.  While serving his country, COL Baker received numerous awards and decorations, including The Meritorious Service Medal (3rd Award); Joint Service Commendation Medal; Army Commendation Medal (2nd Award); Army Reserve Components Achieve Medal; National Defense Service Medal; Armed Forces Services Medal; Army Service Ribbon; Overseas Training Ribbon; and Office of the Secretary of Defense Identification Badge. 

COL Baker currently resides in Maryland with his wife, the former Della Alvarado of Tacoma, Washington, and their two children, Anthony Jr. and Zachary.
