Ms. Marilyn Vacca Associate Director of National Intelligence & Cheif Financial Officer, ODNI As the Associate Director of National Intelligence and Chief Financial Officer supporting the Director of National Intelligence, Ms. Marilyn Vacca has consistently made significant and extraordinary contributions to the national security of the United States and fiscal accountability within the Intelligence Community. In a career spanning more than three decades in government service – the majority of which has been spent in the intelligence community - Ms. Vacca has been in leadership positions in budgeting and finance, serving with great distinction throughout. She served with the Office of Naval Intelligence; the Defense Intelligence Agency; and the Office of the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence; and was engaged in programming, budgeting, and justifying U.S. intelligence programs and evaluating intelligence requirements and security issues. Ms. Vacca has also been instrumental in overseeing budget execution, developing budget performance objectives and facilitating Intelligence Community (IC) fiscal accountability and financial management improvement. An experienced senior executive and acknowledged visionary, Ms. Vacca was a founding member in the creation of the Office of the Director of National Intelligence (ODNI) where she played a pivotal role in supporting the establishment of procedures for the ODNI to carry out its financial management authorities, and where she is responsible for formulating and justifying the National Intelligence Program budget. Ms. Vacca led efforts that resulted in increased budget and personnel at a critical time in our nation’s history, developed and justified funding requests to accelerate information technology enhancements, and was instrumental in identifying resources to counter cyber threat – a key national intelligence priority. Underscoring her reputation as an active and engaged leader and ardent defender of the budget, she developed performance-based measures to justify budget requests, and led financial management improvement metrics, including efforts to achieve auditable financial statements. Additionally, Ms. Vacca proactively implemented wide-ranging budgetary guidelines and requirements that led to obtaining resources to strengthen intelligence capabilities against threats. Testament to her drive for integration and collaboration, Ms. Vacca has developed strong partnerships within the IC, a strong relationship with Office of Management and Budget, and the trust of the Congressional staff leading to an effective and far-reaching budgetary process that is a model for the entire community. Ms. Vacca's direction, vision, and tireless efforts in support of the National Intelligence Community resulted in significant contributions to National Security. The extraordinary accomplishments of Ms. Vacca reflect great credit upon herself, the Office of the Director of National Intelligence, and the United States of America.
