FAIRFAX, VA — AFCEA International announced today that Ms. Maureen Baginski, Vice President of the intelligence business and National Security Advisor at Serco, Inc., has been selected the deputy chair of the AFCEA Intelligence Committee.  In this position, she will work with committee chairman Dr. Bill Nolte to provide direction to the members of the AFCEA Intelligence Committee, helping guide AFCEA’s outreach to intelligence professionals in both government and industry. 

Ms. Baginski entered the private sector in December 2006, following a 27 year career in the United States Intelligence Community.  Since then she has served as a subject matter expert and personal advisor to key intelligence executives, including the Director of National Intelligence, the Department of Homeland Security Chief Intelligence Officer, and the Director of the Federal Bureau of Investigation (FBI).  She is frequently called upon by Executive and Legislative oversight bodies to provide advice and counsel on developments in national intelligence. 

From 2003 to 2005 Ms. Baginski served as the Executive Assistant Director for Intelligence (EAD I), FBI, where she was responsible for establishing and managing the agency’s first-ever intelligence program.  Her mission was to adapt FBI intelligence capabilities with information technologies to create an intelligence-sharing operation that could identify threats before they became attacks. From 1979-2003, she served at the National Security Agency, where she held a variety of positions, including lead analyst for the Soviet Union, Assistant Deputy Director for Technology and Systems, Executive Assistant to the Director of NSA/Central Security Service, Senior Operations Officer in the National Security Operations Center, and finally SIGINT Director.

“In an era where we're going to ask intelligence professionals to prove they can work in more than one environment, Maureen Baginski has been ahead of her time.  As an educator, analyst, and executive, with careers in NSA, the FBI, and now the private sector, she's proven her leadership skills everywhere she's been," Dr. Nolte stated.  Commenting on Ms. Baginski’s selection, AFCEA International Vice President for Intelligence Steven Ritchey added, “The AFCEA Intelligence Committee is very fortunate to have Ms. Baginski in a leadership role.  Her extensive experience in the intelligence, law enforcement, and national security arenas bring perspectives that reinforce AFCEA’s work in building bridges between the various components of the broader Intelligence Community.”    

Ms. Baginski replaces outgoing committee deputy chair Mr. Samuel Visner. “Sam has done an outstanding job over the last three years in helping steer the committee into new initiatives, most importantly the white papers (http://www.afcea.org/mission/intel/resource.asp) the Committee now prepares to complement its classified symposia” stated Dr. Nolte.  “We are fortunate that we will continue to have Mr. Visner’s active participation on the Committee,” he added.   

The AFCEA Intelligence Committee is comprised of sixty representatives from government intelligence agencies and the private sector. Its purpose is to enhance AFCEA’s outreach to the U.S. Intelligence Community to cultivate a spirit of partnership between the governmental and industrial sectors.
