Happy New Year and welcome to the winter 2012 edition of Intelligence Watch – AFCEA’s online newsletter designed to help keep you informed of activities and services supporting intelligence professionals.
2011 was a busy year for AFCEA Intelligence! Among the highlights were the Fall Intelligence Symposium that celebrated the NRO’s 50th anniversary and the Spring Intelligence Symposium that celebrated DIA’s 50th birthday. In addition, we honored NGA Director Letitia Long with the Charlie Allen Award for Intelligence Service. We also introduced a new series of unclassified intelligence events called the AFCEA Global Intelligence Forum. The first was a sold-out conference in San Antonio, Texas, that focused on intelligence tradecraft and cyber. Additionally, we established the National Intelligence University Foundation as a separate non-profit organization to support the National Intelligence University, with Mike McConnell as the chairman of the Foundation board.
2012 promises even more opportunities! We have six upcoming intelligence events: industry days focusing on NGA, Navy N2/N6, and Air Force A2, the Spring Intelligence Symposium in the new NGA Campus East facility, and two unclassified events – one in Denver, CO, and one in Brussels! You can read more about them below.

AFCEA NGA Industry Outreach Event- Sold Out
On February 14, 2012, AFCEA Intelligence and the National Geospatial-Intelligence Agency (NGA), will present NGA Industry Day in the TASC Heritage Conference Center, Chantilly, VA. The event will be classified (Secret – U.S. citizens only). AFCEA Intelligence has partnered with NGA since 2003 to present these industry outreach events. From the beginning the objective has been the same: to enable the defense industry community to better understand NGA requirements, priorities, and business opportunities. The program will feature the NGA senior leadership team responding to an agenda and focus questions developed in partnership with members of industry. This event is sold out.

AFCEA/NIP Navy Information Dominance Industry Day- Almost Sold Out!
On March 7, 2012, AFCEA Intelligence and the Naval Intelligence Professionals will host the third Navy Information Dominance Industry Day. The conference will feature ADM Jonathan Greenert, USN, Chief of Naval Operations; Vice Admiral Kendall Card, USN, Deputy Chief of Naval Operations for Information Dominance and the Director of Naval Intelligence; along with other seniors from the Information Dominance Corps (IDC). The discussion will explore how the public and private sectors can work with the Navy to address the growing importance and vulnerabilities of information in 21st century warfare. Program session titles include: Strengthening the Information Infrastructure, Providing Battlespace Awareness, Integrating Information in All Operations, Employing Non-Kinetic Fires, and Advancing Information as a Warfighting Discipline. The final session will be a panel discussion comprised of leadership, acquisition professionals, and fleet representatives of the IDC providing a holistic view of their needs and gaps. If you have attended either of the two previous events in this series, you know how valuable this event will be. This event is almost sold out.

AFCEA Spring Intelligence Symposium to be Held in the New NGA Campus East
On April 18-19, 2012, AFCEA Intelligence will host its 31st consecutive Spring Intelligence Symposium in the new NGA facility! This is a great opportunity to see NGA's magnificent new facility and also participate in a two-day, classified discussion focusing on Analysis and Analytics...Achieving Decision Advantage. The symposium will examine how individual agencies have responded to the need for change in core analytic processes and functions. The program’s first session will explore evolving analytical needs from the perspectives of intelligence consumers. Session two will highlight the changing requirements of intelligence analysts. The third session will shift gears and assess the innovations available to support intelligence analysis. In the final session, representatives of the principal analytic agencies will discuss their plans for analytic investments in the context of the looming budget reductions and the rapid evolution of commercial tools and practices.

AFCEA USAF Industry Day
On May 23, 2012, AFCEA Intelligence and the Office of the Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance (ISR), Headquarters U.S. Air Force will present a one-day forum examining the state of ISR in the U.S. Air Force and among its mission partners. With a line-up including Secretary of the Air Force, Michael Donley (invited), conference host Lt Gen Larry James, USAF, Deputy Chief of Staff for ISR; and other senior Air Force leaders, this event is a must attend. The secret, US only program will showcase what the USAF is doing to achieve a global ISR capability and where it is looking for help from industry. The conference will take place in the TASC Heritage Conference Center in Chantilly, VA.

AFCEA Global Intelligence Forum (Denver)
Building on the sold-out success of last year’s first unclassified AFCEA Global Intelligence Forum, the second will take place in the Embassy Suites Hotel in downtown Denver, Colorado on June 20-21, 2012. AFCEA Intelligence Committee members Ms. Maureen Baginski and Mr. Joe Mazzafro will chair this unclassified event that will have as its theme “Security and Privacy in the Information Age: Balancing the Dual Imperatives.” Confirmed keynote speakers include General Michael Hayden, USAF (Ret.), Principal, Chertoff Group, and former Director of CIA and NSA and the first Principal Director of National Intelligence; Mr. Michael German, Policy for National Security, ACLU Washington Legislative Office; Ms. Suzanne Spaulding (invited), Deputy Undersecretary for the National Protection and Programs Directorate, Department of Homeland Security; Mr. Christopher Darby, CEO, In-Q-Tel; Mr. Joel Brenner, Of Counsel, Cooley, LLP, former Senior Counsel at NSA and the National Counterintelligence Executive; and many more! AFCEA Global Intelligence Forum (Brussels)
Not only are we planning a domestic unclassified event in 2012, we also will host our first international, unclassified intelligence event on September 20-21, 2012, in the Le Plaza Hotel in downtown Brussels! We are very fortunate that AFCEA Intelligence chairmen emeriti Dr. Mark Lowenthal and Mr. Jay Rixse will lead this new event along with Sir David Omand, former director of Britain’s Government Communications Headquarters (GCHQ) and national security advisor to Prime Minister Tony Blair. AFCEA International’s Brussels office and European AFCEA chapters, with support from this conference will assess lessons learned since 9-11 in fighting the war on terrorism. Writing Contest -- $3,000 for Your Thoughts
AFCEA Intelligence and the Naval Intelligence Professionals (NIP) again are co-sponsoring the new National Intelligence Writing Contest. This annual competition focuses on topics of specific interest to the intelligence and national security arena and offers a first place prize of $3,000, a second place prize of $1,500, a third place prize of $750, and the possibility of publication in AFCEA's SIGNAL Magazine and/or the NIP Quarterly. AFCEA Online Capabilities Directory
In response to government agency requests, and in conjunction with AFCEA’s SIGNAL Media, AFCEA Intelligence has launched a free online service for government and industry that identifies companies with specific intelligence-related services and capabilities. This is a great resource for both government and industry, and the list has grown by more than 50 percent since it was recently created. If your company isn’t listed, you can sign up for free, and you don’t have to be an AFCEA member company to be included.

AFCEA Intelligence Awards
AFCEA annually recognizes intelligence professionals for their work on behalf of the Intelligence Community and the nation with two prestigious awards. The first is the AFCEA Charlie Allen Award for Intelligence Service honoring intelligence professionals who have served at the highest levels. The second award is the AFCEA Intelligence Meritorious Service Award honoring career intelligence professionals. Nominees do not have to be AFCEA members. Nominations can come from anyone, and the online forms are easy to complete. This is your chance to recognize someone you know who is making a difference in your chapter, organization, or company. Winners are selected by the government and industry members of the AFCEA Intelligence Committee. The deadline for submissions is March 31, 2012.

Intelligence Scholarship Winners Announced
With the financial support of CSC, Mosaic Inc., and Terremark Worldwide, Inc., AFCEA Intelligence and the AFCEA Educational Foundation recently awarded five scholarships aimed at undergraduate and graduate students pursuing academic degrees in global security, intelligence studies, and/or foreign languages. The undergraduate scholarships were $2,250 each and the graduate scholarships were $5,000 each. The recipients were a gifted group of students planning careers in the intelligence and national security arena. Details are now available for 2012.

Mazz-INT Blog: Six Issues the IC Will Likely Confront in 2012
Just before News Years I was conversing with you that Iran, Pakistan, and North Korea are nation states that demand Intelligence Community (IC) focus in 2012 to insure against strategic surprise. Since that penetrating analysis of the obvious, all three have continued to earn IC attention. Kim Jong Eun has assumed his father’s leadership of North Korea because any other choice remains destabilizing to the North Korean elites, China, Japan and I suspect South Korea. In Pakistan there are rumblings that the army is trying remove President Asif Ali Zardari without a coup so it can have more pliable civilian leadership to deal with while the CIA has suspended drone attacks. Iran, of course, has threatened to close the Strait of Hormuz in response to increasing US sanctions for Tehran not curtailing its nuclear program. Given my amazing “clairvoyance” I am sure you are wondering what other “evitable surprises” I see the IC having to deal with over the course of the new year, so here are a half a dozen to mull over.

When I was a kid, my dad made good money during the very early 1970s, which had a particularly poor-performing stock market. I grew up believing that even during a recession… certain things actually go up. I’m talking about the thrifty stocks that reflect more consumers were trying to save money. One such category was aftermarket parts for cars. Why? Because more consumers were fixing their car themselves, vice buying a new car or sending it to the mechanic at $150 per hour for repairs.

Technology Aids, Hinders Command and Control
The revolution in information technology has been a boon to military command and control capabilities, but it also has introduced a new set of challenges to operational commanders. These technologies have complicated the process of command and control while simultaneously softening the basic understanding of its principles. Commanders now have more information at their fingertips and more options at the ready. Similarly, they are able to provide more information and options down the chain of command to the warfighter.

Rare Earths to Become Less Scarce
The international mining community is racing to turn the tables on the People’s Republic of China by challenging its absolute dominance of the market for rare earths, a series of elements in the periodic table critical for the U.S. military’s high-technology communications and weaponry. Four new mines could be supplying U.S. military needs, along with those of other nations, in just a handful of years.Over the past two years, China has placed increasing restraints on its exports of rare earths, which in turn has caused the price of many of these materials to more than double. In recent months, China has further restricted supplies by closing hundreds of independent mines alleged to have caused environmental damage. China sets the tone for this market simply based on the fact that it controls 97 percent of the world’s supply
