Internationalization of the National DTIB

In January, the chapter, EuroDefense – Portugal and the Portuguese Industrial Association (AIP-CCI) organized a seminar on the importance of the internationalization in the development of the National Defense Technological and Industrial Base (DTIB) in Lisbon. The seminar provided a wide-ranging debate about the problem of internationalization of domestic defense and security-related companies. In particular, it focused on small- and medium-size enterprises in the following perspectives: the institutional support and incentives with emphasis on economic diplomacy; the key role of industrial and business associations; business opportunities within the framework of multinational cooperation, NATO, European and Portuguese speaking countries; and the strategic vision of the domestic companies in relation to the imperatives and challenges of internationalization. This seminar was supported by the National Armament Directorate and received key speakers from important organizations, such as NATO, the European Defense Agency, European Parliament, AICEP and the QREN Observatory.

The event attracted nearly 150 attendees, including members of the armed and security forces, government organizations, academia and research centers, and industry. Jorge Rocha de Matos, chairman of AIP-CCI board and member of the National Council for Economy's Internationalization, delivered the keynote address on the role of the industrial associations in fostering internationalization. The first panel, “Opportunities for the Internationalization of Domestic Companies,” covered the vision of both the European Defence Agency (EDA) and the Portuguese Ministry of Defense in the context of the National Armament Directorate and the National Defence Policy Directorate. Following this panel, two keynote speakers addressed attendees: Professor Maria da Graca Carvalho, a member of the European Parliament, who spoke on “Opportunities for Internalization in the Framework of Horizon 2020 Programme,” and Koen Gijbers, general manager, NATO Communications and Information Agency, who presented on “Opportunities in NATO Command, Control, Communication, Computer, Intelligence, Surveillance and Reconnaissance Systems.”

Panel two, “The Strategic Framework for the Internationalization of Defense-Related Companies,” discussed the role of economic diplomacy (AICEP) and institutional instruments in the context of the National Strategic Reference Framework (QREN). Panel three featured presentations from five defense- and security-related companies, who shared their strategic viewpoints for internationalization.
