Dennis Bauman, joint program executive officer for the Joint Tactical Radio System (JPEO JTRS), was the January guest speaker. He spoke of the acquisition process by which defense contractors could compete, and on some of the technical aspects of the JTRS. He stated that this program would deliver capability, it would be joint using an enterprise approach and that it would be affordable. He commented that this enterprise approach in the short term would be focused on requirements management, risk management and contracts management. Bauman emphasized that the JTRS program would be open competition and include open standards, software reusability and adherence to an effective governance model.
