-DoD Acquisition needs to be more efficient – on new President’s agenda

-Types of vehicles are being reviewed to determine the most cost effective and efficient method

-Discipline of the acquisition community needs to be taken into account – need the warfighter’s input

-Academic school of thought is that acquisition is too complex an issue to regulate with a one size fits all solution. Regulations etc come into play and trying to reform the process ultimately adds to the difficulty

-Protecting taxpayer dollars when considering new acquisition systems is a large element – makes for complex regulations and layers of oversight

-Improving already superb weapon systems –large number of complex requirements drive complex architectures, integrated master schedules, complex system engineering and software integration

-How can we make acquisition simpler and more efficient?

-Capability need

-Resourcing - acquisition and resource segments need to work together and communicate

Simple Steps to Run DoD Acquisition Process Like a Business

-Execute fewer programs but properly fund them

-Execute multi-year budgets

-Reduce the number of unaccountable people who review and slow the acquisition process – need more streamlined review processes

-Procure systems at economic quantities

-Reduce number/size/review chain of acquisition documents

-Allow the SAE to non-concur on the CDD if requirements are not evaluateable and ready for source selection- instill budget and financial discipline – must improve documents disseminated to JROC –make sure they are fully ready for source selection etc

-Allow program managers control of requirements, budget and schedule

-Request greater budget flexibility from Congress – ATRs/New starts

-Revitalizing acquisition force- more training and more people

-There has been a major drop in acquisition force

-MRAP Model – need to institutionalize the process in order to be able to rapidly deploy systems as necessary
