In order to conduct effective cyber operations, we must better understand the primary motivation of our potential adversaries - Prestige, Profit, and/or Politics. This track session will explore how these motivations are changing the irregular warfare tactics, techniques and procedures, technology, training, and CONOPS we will need to employ to conduct effective cyber operations.
