Northrop Grumman Systems Corp., Linthicum Heights, Md., has been awarded the fifth contract in a fair opportunity, indefinite-delivery/indefinite-quantity program with a total program amount of $24,375,000 for research and development regarding automatic target recognition (ATR). The Compact ATR and Sustainable Environment (CASE) program addresses efficiency and sustainability concerns associated with the development, operation and maintenance of current non-cooperative ATR technology. Research is focused on reducing template/database dimensionality and cost for single and multi-phenomenology ATR, while maintaining target identification performance.

One of the U.S. Army’s top priorities is ensuring the right information is available in any environment down to the lowest tactical level on the battlefield. Oshkosh Defense, recently demonstrated its command, control, communications and computers (C4) and systems integration capabilities to connect soldiers to the network on its MRAP All-Terrain Vehicle (M-ATV). Oshkosh integrates C4 equipment and a full range of weapons and other systems in the initial vehicle design process to reduce potential system conflicts or interference.

Raytheon Integrated Defense Systems, St. Petersburg Fla., was awarded a $32,832,550 cost-plus-fixed-fee contract (N00024-13-C-5212) for Cooperative Engagement Capability (CEC) design agent and engineering services. CEC is a sensor netting system that significantly improves battle force anti-air warfare capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies.

Space and Naval Warfare Systems Center (SSC) Atlantic awarded an estimated $700,000 task order to Engineering Services Network Inc. (ESN), to provide engineering and technical services. Lockheed Martin will continue to support a tethered aerostat-based system that provides real-time, around-the-clock reconnaissance and surveillance for warfighters in Afghanistan. The U.S. Army awarded Lockheed Martin a $345 million contract to operate and sustain the Persistent Threat Detection Systems (PTDS). The Army's Program Executive Office for Intelligence, Electronic Warfare and Sensors, Product Manager, Meteorological and Target Identification Capabilities, based at Aberdeen Proving Ground, Md., will provide program and acquisition management.

The SI Organization Inc., King of Prussia, Pa., was awarded an $83,748,017 multiple-type contract including cost-plus-incentive-fee and firm-fixed-price for systems engineering and integration (SE&I) technical support. This contract provides for SE&I for the GPS Enterprise system of stems that are composed of three product segments that are a space segment, a control segment and a user segment. Raytheon, McKinney, Texas, was awarded a $50,150,434 basic ordering agreement (FA8620-11-G-4050) for 37 Multispectral Targeting System (MTS)-B Turret units, 37 MTS HD electronics units, associated containers, MTS-B initial shop replaceable unit/spares, and support equipment. Work will be performed at McKinney, Texas, and is expected to be completed by Sept. 30, 2014. This award is the result of a sole-source acquisition. Fiscal 2013 procurement funds in the amount of $50,150,434 are being obligated at time of award. BAE Systems Information and Electronics, Nashua, N.H., is being awarded an $11,005,126 modification under a previously awarded contract (N00024-10-C-6302) to fabricate, assemble, test and deliver three AN/SQQ-32(V)4 Minehunting Sonar Set High Frequency Wideband upgrade systems. The AN/SQQ-32 Minehunting Sonar was designed for deep water minehunting.

General Dynamics Ordnance and Tactical Systems was awarded a contract by the U.S. Special Operations Command (SOCOM) for non-developmental V-22 Internally Transportable Vehicles (ITV).  The three-year indefinite delivery, indefinite quantity contract is for up to 10 vehicles, with integration and logistical support and training. The total value of the contract is $5.8 million if all options are exercised.

Analytical Services Inc., Huntsville, Ala., was awarded a $157,120,496 indefinite-delivery/indefinite-quantity contract. Under this contract, the contractor directly supports all phases of flight and ground testing and is responsible for the development, sustainment and modernization operations of Ballistic Missile Defense System dedicated test data management and data analysis lab infrastructure, test data transfer network connections, distributed operations systems and servers, and other systems. The work will be performed in Huntsville, Ala. The Missile Defense Agency, Huntsville, Ala., is the contracting agency (HQ0147-14-D-0002).

The Missile Defense Agency (MDA), U.S. Pacific Command, and personnel aboard the USS Lake Erie successfully conducted an operational flight test of the latest version of the Aegis Ballistic Missile Defense (BMD) System. The test demonstrated the intercept of a medium-range ballistic missile target over the Pacific Ocean by the Aegis BMD 4.0 Weapon System and a Standard Missile-3 (SM-3) Block IB guided missile. At approximately 7:33 p.m. Hawaii Standard Time, a medium-range ballistic missile target was launched from the Pacific Missile Range Facility on Kauai, Hawaii, and flew northwest toward a broad ocean area. Following target launch, the USS Lake Erie detected and tracked the missile with its onboard AN/SPY-1 radar.

Boston Dynamics has used its YouTube channel to unveil its latest creation, WildCat, which is capable of walking, running and bounding. The company describes its latest cat bot as “A four-legged robot being developed to run fast on all types of terrain. So far WildCat has run at about 16 mph on flat terrain using bounding and galloping gaits. The video shows WildCat's best performance so far. WildCat is being developed by Boston Dynamics with funding from DARPA's M3 program. Not sure they named it right, though. Looks more like a hyperactive dog than a cat.

Microelectronics Advanced Research Corp. (MARCO), Durham, N.C., has been awarded a $15,549,979 transaction for the Semiconductor Technology Advanced Research Network (STARnet). STARnet is a nationwide network of multi-university research centers that seeks to keep the U. S. Department of Defense and U.S. semiconductor and defense systems firms at the forefront of the global microelectronics revolution. These centers are focused on discovering solutions to the intractable problems that are forecast to lie in the future of integrated circuit progress and to lay the foundations for microsystems innovations once the improvements associated with Moore's Law are exhausted.

The Raytheon Co., Woburn, Mass., is being awarded a $230 million modification under an indefinite-delivery/indefinite-quantity contract HQ0006-08-D-0003. This modification exercises an option under the existing contract for operation and sustainment efforts of the X-Band radar in support of the Missile Defense Agency's Sensors Program. Northrop Grumman, Herndon, Va., was awarded a $13,675,190 cost-plus-incentive-fee, option-eligible, multi-year contract modification (P00022) of contract (W31P4Q-12-C-0029) for the requirement to procure and integrate rocket, artillery and mortar warning equipment to partially replace sense and warn assets in Operation Enduring Freedom.
