This Web-based NGA map of a portion of Sierra Leone includes data compiled for the fight against Ebola. The agency expects to be providing geospatial intelligence for many more nontraditional missions in the foreseeable future.

Geospatial intelligence is moving into the fourth dimension as temporal factors weigh heavily in future capabilities. The agency tasked with generating geospatial intelligence will be relying significantly on new commercial satellites that will increase the richness of the intelligence it provides its customers.

This development cannot come at a more opportune moment. Geospatial intelligence increasingly is being called on to support nontraditional missions in new and unusual areas of focus. Even its traditional support of conventional geopolitical and military activities is being extended to include new adversaries in new hot spots around the globe.

Future warfighters may be able to query collaborative software about available intelligence, surveillance and reconnaissance (ISR) sensors and then task a particular system to provide updated information.

Researchers from the United States and the United Kingdom aim to identify inconsistencies between the data provided by intelligence, surveillance and reconnaissance technologies and the understanding of that data by combat soldiers or other emergency personnel. The ultimate solution may be a Google- or Siri-type capability for intelligence.

A United Launch Alliance Atlas V launches a National Reconnaissance Office payload into orbit last year. The Office of the Director of National Intelligence is seeking to mine new intelligence technologies in government and the private sector by creating an overarching partnership among all elements of the intelligence community.

The U.S. Office of the Director of National Intelligence is matching the technology needs of the intelligence community to the capabilities of the private sector with the goal of speeding innovation to the user community as well as introducing community specialists to new technologies.

This program eschews individual matchmaking between separate intelligence disciplines in favor of a broad effort that encompasses all the technological needs of the intelligence community. The idea is to cast a net across the intelligence research community to collect ideas and innovations that might be applied to areas where they are not even known.

Beechcraft Defense Co., Wichita, Kansas, has been awarded a $27,048,576 firm-fixed-price contract for purchase of one King Air 350 extended range aircraft modified with intelligence, surveillance and reconnaissance capability; one Scorpion ground station; and one complete spare Scorpion ground station. Work will be performed at Wichita, Kansas, and San Diego, and is expected to be complete by March 23, 2017. This award is the result of a sole-source acquisition. This contract is 100 percent foreign military sales to Iraq. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-15-C-3016).

The changing nature of threats and diversity of adversaries bring unique challenges to maintaining a strong national security posture. This trend will continue in 2015, as nation-states, extremist groups and individual actors bring a distinctive set of intelligence challenges. By making the best use of our intelligence, surveillance and reconnaissance (ISR) technological capabilities, coupled with innovative commercial information technology, we can equip our military leaders with an integrated ISR enterprise to evaluate and anticipate threats so they more fully and quickly understand proper courses of action, whether on a battlefield or at home.

Airtec Inc., California, Maryland, is being awarded a $10,780,768 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for intelligence, surveillance, and reconnaissance (ISR) services in support of the U.S. Army's Southern Command. The contractor will provide ISR services utilizing two contractor-owned, contractor-operated aircraft. Work will be performed in Bogota, Columbia, and is expected to be completed in May 2015. The Naval Air Warfare Center, Lakehurst, New Jersey, is the contracting activity (N68335-14-D-0032).

Raytheon Co., McKinney, Texas, is being awarded an $8,977,748 modification to previously awarded firm-fixed-price contract (N00164-12-G-JQ66) for common sensor payload (CSP) AN/AAS-53 high-definition retrofits. CSP AN/AAS-53 high- definition retrofits, while functioning on manned or unmanned aircraft, provide battlefield commanders with a day/night imaging sensor and laser designator for reconnaissance, intelligence, surveillance, target acquisition, and target designation.

Cobham has reached agreement with the Australian Customs and Border Protection Service to extend the existing Sentinel aerial maritime surveillance contract by 2 years, the company recently announced. This £105 million ($22,580,000) contract extension secures the contract until the end of 2021. Cobham Aviation Services has been protecting Australia’s borders since 1995 under a performance based service contract involving the full turnkey operation of 10 highly modified Bombardier Dash 8 maritime patrol aircraft that fly 2,500 missions and 15,000 hours each year.

GeoEye Incorporated, Herndon, Virginia, a leading source of geospatial information and insight, announced the receipt of a $111 million cost-share payment from the National Geospatial-Intelligence Agency (NGA). In early June, the company successfully passed a major milestone in their GeoEye-2 satellite's development as part of the NGA's EnhancedView program, triggering this cost-share payment. When operational in 2013, GeoEye-2 will collect at 34-centimeter resolution imagery and will provide cost-effective, shareable imagery for the U.S. government and other customers.

AeroVironment Incorporated, Monrovia, California, recently announced that it has received a firm fixed-price order for 12 hybrid small unmanned aircraft systems from the Swedish Defence Materiel Administration (Försvarets Materielverk) on behalf of the Swedish Army. The order consists of Puma AE and Wasp air vehicles, ground stations, training, and logistics support. Contract options could increase the procurement to a total of 30 systems. The Swedish Army will deploy the systems to provide intelligence, surveillance and reconnaissance capabilities in support of a wide variety of missions.

NAVMAR Applied Sciences Corporation, Warminster, Pennsylvania, is being awarded a $12,499,940 cost-plus-fixed-fee order against a previously issued basic ordering agreement for a Phase III B Small Business Innovation Research project under topics N92-170 and N94-178 entitled, respectively, "Laser Radar (LADAR) Identification Demonstration" and "Air Deployable Multi-Parameter Environmental Probe." Intelligence, surveillance and reconnaissance (ISR) has been, and will continue to be, the military's most significant force multiplier in any asymmetric ground fight. Now it must be adapted more fully to benefit naval forces. In his viewpoint article "Intelligence, Surveillance and Reconnaissance in the Littoral Fight" in this issue of SIGNAL Magazine, Lt. Daniel T. Murphy, USN, addresses the need to move forward with strategies to improve blue-water assets. Most enemy naval operations would focus on restricting or cutting off access to crucial sea lanes.
