Sir - Excellent article! Your comments allude to the critical shortfalls in our acquisitions processes: trust, stability, accountability, and I would add experience.

The process is simple.. in concept. "Ricebowls" and egos contribute to the "blurred lines of authority" and what I would consider at times an overabundance of unqualified oversight. A field grade officer or semi-senior civilian in a PM role for a couple of years often generates results right out of the movie Pentagon Wars.

Acquisitions and PM types should embrace -- and be able to succeed -- based on transparency and sound judgement not necessarily "getting things done" for the sake of moving a timeline forward. All of this takes skill, experience, education, and authority. To balance those things in a PM, qualified oversight should be added.

To me, that's the hard part.
