As the 231-year-old U.S. Coast Guard guards the nation’s waterways and ports, more and more it is finding the need to increase its capabilities in the cyber domain, given the rising digital threats to the $5.4 trillion of waterway-based trade. This fall, the maritime service is adding new cyber offensive capabilities and is growing its existing cyber defense, reports Rear Adm. Michael Ryan, USCG, commander of the Coast Guard’s Cyber Command.

The Defense Information Systems Agency, known as DISA, is expanding its artificial intelligence (AI) efforts through a research agreement and a new pilot program. While both efforts are in the beginning stages, the agency is considering how to possibly apply the so-called AI capabilities to network defense—among other areas the agency is separately pursuing—as it conducts its daily 24/7 mission of protecting the Department of Defense Information Network, or DODIN.
The agency entered into a Cooperative Research and Development Agreement, or CRADA, with Vienna, Virginia-based software company NT Concepts to apply machine learning (ML) to defensive cyber operations.
As the United States is more and more under siege against nefarious cyber attacks, the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, or CISA, has been working to educate, advise and partner to protect the nation. In its latest move, CISA has created the Joint Cyber Defense Collaborative to bring defensive cyber capabilities together across the federal government, local and state entities and the private sector, according to an August 5 statement from CISA.
Stephenson Stellar Corp., Baton Rouge, Louisiana, has been awarded a $22,738,300 cost-plus-fixed-fee contract for a Stellar Space Cyber Range Software/Hardware prototype. This contract provides the Air Force with tools and techniques to facilitate defensive cyber operations for space through the research and development of a land and space-based cyber experimentation platform entitled the “Stellar Space Cyber Range.” Work will be performed in Baton Rouge, Louisiana; and Ann Arbor, Michigan, and is expected to be completed May 28, 2024. This award is the result of a competitive acquisition and two offers were received. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-21-C-1503).
Cyber Systems and Services Solutions, Bellevue, Nebraska, has been awarded a $17,765,741 firm-fixed-price and cost-plus-fixed-fee modification (P0010) to contract FA8773-18-D-0002 to exercise Option Three for defensive cyber realization, integration and operational support services. Work will be performed at Joint Base San Antonio (JBSA)-Lackland, Texas, and is expected to be completed February 28, 2022. This modification is the result of a competitive acquisition and seven offers were received. Fiscal 2021 operation and maintenance funds in the amount of $8,764,731 are being obligated at the time of award. The 38th Contracting Squadron, JBSA-Lackland, Texas, is the contracting activity.
Chantilly, Virginia-based Perspecta Inc. announced April 22 that the Army awarded a $14.5 million contract to the company's applied research arm, Perspecta Labs, to develop autonomous defensive cyber operation solutions. Under the five-year contract, Perspecta Labs will support the autonomous defensive cyber operations program of the Army's Combat Capabilities Development Command (CCDC), Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR) at the Army's Space and Terrestrial Communications Directorate.
