The next conflict between the United States and a peer adversary may be over before the shooting begins. A capable enemy is likely to begin with all-out cyber operations, and their success could preclude any kinetic response by the United States.

That point was raised by Vice Adm. Jeffrey E. Trussler, USN, deputy chief of naval operations for information warfare/director of Naval Intelligence N2/N6, at West 2021. The virtual conference, cosponsored by AFCEA International and USNI, is running live June 29-30.

The National Security Commission on Artificial Intelligence published its final report this spring, grimly declaring that “America is not prepared to defend or compete in the AI [artificial intelligence] era,” and warning that “within the next decade, China could surpass the United States as the world’s AI superpower.”

The U.S. Army is conducting a series of major tests on the interoperability of joint all-domain command and control (JADC2) technologies prior to the Project Convergence 2021 experiment this fall.

Army officials are leading a series of communications exercises, commonly referred to as COMMEXes, in its new Joint System Integration Laboratory (JSIL). The lab uses a realistic and scalable tactical network architecture comprised of current and future tactical radios, software applications and transport systems to provide a system-of-systems integration and testing environment for emerging communications and networking technologies, according to an Army fact sheet.

Lockheed Martin Space, Titusville, Florida, is awarded a $128,677,600, cost-plus-fixed-fee contract (N00030-21-C-2017) to support the integration of the Trident II (D5) Missile and Reentry Subsystems into the Common Missile Compartment (CMC) for the U.S./United Kingdom Columbia/Dreadnought Submarine construction programs. Work will be performed in Cape Canaveral, Florida (37.02%); Denver, Colorado (24.22%); Sunnyvale, California (15.62%); Magna, Utah (13.72%); Titusville, Florida (1.69%); Oak Ridge, Tennessee (1.06%); and other various locations of less than 1.0% each (6.67% total).  Work is expected to be completed February 28, 2027.

AAI Corp., doing business as Textron Systems, Hunt Valley, Maryland, was awarded an $84,734,180 cost-plus-fixed-fee contract to acquire technical, engineering, scientific and logistical services to support the S3I Directorate’s Joint Systems Integration Laboratory in the areas of research, development, integration, experimentation, test and evaluation, maintenance, sustainment and operation. Bids were solicited via the internet with one received.  Work locations and funding will be determined with each order, with an estimated completion date of August 30, 2022. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-20-D-0029).

ManTech SRS Technologies Inc., Herndon, Virginia, has been awarded a $20,916,894 cost-plus-fixed-fee and firm-fixed-price modification (P00056) to contract FA8811-10-C-0002 for systems engineering and integration services. Work will be performed at Los Angeles Air Force Base, California; Vandenberg AFB, California; and Cape Canaveral Air Force Station, Florida. Work is expected to be completed September 22, 2020. Fiscal year 2020 procurement funds in the amount of $17,673,379; FY 2020 operations and maintenance funds in the amount of $1,503,797; and FY 2020 research development test and evaluation funds in the amount of $729,723 are being obligated at the time of award. Total cumulative face value of the contract modification and option

 

The Aerospace Corp., El Segundo, California, has been awarded a $1,084,529,525 modification (P00017) to previously awarded contract FA8802-19-C-0001 for systems engineering and integration support for the National Space Community. This contract modification provides for the exercise of Option Year One for fiscal 2020 services being procured under the multiple year contract. Work will be performed at El Segundo, California, and is expected to be completed by September 30, 2020. Total cumulative face value of the contract is $2,158,348,065. Fiscal 2020 research and development funds are being used and no funds are being obligated at the time of the award.

Fiscal year 2018 and 2019 research, development, test and evaluation funds in the amount of $13,688,402 were obligated at the time of the award.
