This two-year contract includes two three-year option periods which, if exercised, would bring the overall potential value of this contract to an estimated $220,218,046.

Perspecta Labs Inc., Basking Ridge, New Jersey, is awarded a $17,790,079 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for engineering and telecommunication standards support to enhance national security and emergency preparedness services by enabling Next Generation Network Priority Services over the Internet Protocol Multimedia Subsystem and Long Term Evolution networks. This five-year contract includes two one-year option periods which, if exercised, would bring the potential value of this contract to an estimated $24,658,266. All work will be performed at the contractor’s facility in Basking Ridge, New Jersey. The period of performance of the base award is from October 6, 2020, through October 5, 2025.

AT&T Government Solutions Inc., Vienna, Virginia, is awarded an $8,207,565 modification to a previously awarded firm-fixed-price contract to exercise an option for continuation of services and sustainment support of Navy Enterprise 911 routing and management service. This modification increases the estimated value of the contract from $21,978,526 to $30,186,091. The overall potential value of the contract is $39,509,592 if the final option is exercised. Work will be performed throughout the continental U.S.; Navy Region Hawaii; and Joint Region Marianas. The period of performance of this option period is from September 1, 2020, to August 31, 2021.

S2 Corp., Bozeman, Montana, is awarded a $9,003,679 cost-plus-fixed-fee contract (N65236-20-C-8019) for a Defense Advanced Research Projects Agency (DARPA) project to prototype and demonstrate a broadband, electro-magnetic spectrum receiver system. The contract includes an 18-month base period and an 18-month option period. The option period, if exercised, would bring the cumulative value of this contract to an estimated $20,964,010. Fiscal 2020 research, development, test and evaluation funds in the amount of $4,501,840 will be obligated at the time of award.

CACI Inc. - Federal, Chantilly, Virginia, is awarded $180,336,750 for a single award, indefinite-delivery/indefinite-quantity, performance based, cost-plus-fixed-fee, level-of-effort contract (N65236-20-D-8003) to provide special operations communications systems, satellite communications (SATCOM) and network support services. Work will be performed in Fayetteville, North Carolina (65%); continental U.S. (20%); outside continental U.S. (10%); and Tampa, Florida (5%).

Cubic Defense Applications Inc., Austin, Texas, was awarded a $9,027,588 performance-based, cost-plus-fixed-fee, completion contract (N65236-20-C-8007). This contract is for research to develop and demonstrate software for real-time logistics and supply chain system situational awareness, future state prediction and assessment of resilience at unprecedented scale and speed. The contract includes an 18-month base period. Contract funds in the amount of $100,000 were obligated at the time of award. Work will be performed in Austin, Texas (61%); Minneapolis, Minnesota (22%); and Reston, Virginia (17%), and is expected to be completed by September 2021. Contract funds will not expire at the end of the current fiscal year.

Client Solution Architects LLC, Mechanicsburg, Pennsylvania, is awarded a $7,560,402 modification to a previously-awarded cost-plus-fixed-fee task order issued by the Naval Information Warfare Systems Command. This modification increases the value of the basic contract by $7,560,402; the contract's new total value is $26,964,672. This modification provides for the exercise of a cost-plus-fixed-fee option for an additional year of acquisition management, program management and integrated logistics support services for the Undersea Communications and Integration Program Office.

The University of Southern California (USC), Los Angeles, California, is awarded a $9,338,631 cooperative research agreement to research development of an artificial intelligence system that acquires machine common sense through observation from images, video and text by absorbing knowledge from both manually created sources and by human guidance. This research seeks capabilities that can enable artificial intelligence agents to support search and rescue efforts, autonomous vehicle navigation in unfamiliar terrain and machines that can adapt to unforeseen circumstances. This is a four-year contract with no options. Work will be performed at USC in Los Angeles, California, and is expected to be completed Aug. 4, 2023.
