Leidos Inc., Reston, Virginia, is awarded a $9,964,864 cost-plus-fixed-fee contract for contractor support to operate and maintain the active and passive sonar systems necessary to provide mobile undersea acoustic surveillance capabilities. Foreign Military Sales funds in the amount of $994,036 will be obligated at the time of award. Funding will not expire at the end of the fiscal year. Work will be performed in Yokohama, Japan (84%); Virginia Beach, Virginia (15%); and Reston, Virginia (1%). Work is expected to be completed by February 2022. This contract was not competitively procured because it is a sole source acquisition pursuant to the authority of 10 U.S.

Undersea Signal Systems Inc., Columbia City, Indiana, is awarded a $28,323,687 cost-plus-fixed-fee-contract to develop a prototype sonobuoy, known as Extended Range Directional Frequency Analysis and Recording (ER-DIFAR), to address new and quiet threat submarine targets. Work will be performed in Columbia City, Indiana, and is expected to be completed by July 2024. The total cumulative value of this contract is $28,323,687. This is a three-year base contract with one one-year option period. The base period is $24,128,769 and the option year is $4,194,918.

Applied Physical Sciences Corp., Groton, Connecticut, has been awarded an $18,822,358 cost-plus-fixed-fee contract for the base period of a research and development effort for undersea sensing systems. Work will be performed in Groton, Connecticut (60%); Woburn, Massachusetts (20%); Arlington, Virginia (7%); Pawcatuck, Connecticut (4%); Northridge, California (3%); Waltham, Massachusetts (3%); Orange, California (2%); and Concord, Massachusetts (1%), with an estimated completion date of October 2021. Fiscal year 2020 research and development funds in the amount of $15,062,029 are being obligated at the time of award.

PAE Applied Technologies LLC, Arlington, Virginia, is awarded a $32,967,099 modification (P00342) to a previously awarded contract N66604-05-C-1277 to extend the period of performance for six months and increase target cost for Atlantic Undersea Test and Evaluation Center (AUTEC). AUTEC is the Navy's large-area, deep-water, undersea test and evaluation range. Underwater research, testing and evaluation of anti-submarine weapons, sonar tracking and communications are the predominant activities conducted at AUTEC. The contractor performs AUTEC range operations support services and maintenance of facilities and range systems. In addition, the contractor is responsible for operating a self-sufficient one square mile Navy outpost.

Systems & Technology Research, LLC*, Woburn, Massachusetts, has been awarded a $7,043,368 cost-plus-fixed-fee modification (P00007) to previously awarded contract HR001118C0004 for a research project for undersea sensing systems. The modification brings the total cumulative face value of the contract to $19,273,602 from $12,230,234. Work will be performed in Woburn, Massachusetts (8%); Arlington, Virginia (8%); Groton, Connecticut (81%), Middletown, Rhode Island (1%); and Seattle, Washington (2%) with an estimated completion date of March 2020. Fiscal year 2019 research and development funds in the amount of $7,043,368 are being obligated at time of award.
