At the Combat Capabilities Development Command at Aberdeen Proving Ground, Maryland, researchers in the Science and Technology Directorate are working to meet a joint urgent operational needs statement regarding biometric dominance. The directorate’s Intelligence Systems and Processing Division is creating two biometric systems, called VICE and VIBES, to protect warfighters as well as discern media fakes, explained Keith Riser, computer scientist, Intelligence Systems and Processing Division, Intelligence and Information Warfare Directorate.

Army leaders are tackling the integration of modern network capabilities to push out broadly across the Army force structure over the next decade.

Maj. Gen. David Bassett, USA, program executive officer for Command, Control, Communications-Tactical (PEO-C3T) and Maj. Gen. Peter Gallagher, USA, director, Network Cross-Functional Team (Network CFT) are overseeing the effort and have developed an iterative plan to bring together network transport, mission command applications and services, all easily deployed to soldiers.

Maj. Gen. Randy Taylor, USA, commanding general, U.S. Army Communications-Electronics Command, and senior commander of Aberdeen Proving Ground, is working to improve the Army’s readiness.

To ensure greater supply availability of certain technologies, the U.S. Army Communications-Electronics Command is pursuing a concept not widely used in the military, reports Maj. Gen. Randy Taylor, USA, commander of the organization and senior commander of Aberdeen Proving Ground, Maryland. The command has started a pilot program that will allow the service to option intellectual property rights in specific hardware and software contracts, Gen. Taylor says.

Lead Engineer Dan Lenhardt of the Communications-Electronics Research, Development and Engineering Center (CERDEC) explains the new speech recognition platform that the center developed to facilitate hands-free computer interaction for soldiers on the move.

The U.S. Army’s Communications-Electronics Research, Development and Engineering Center, known as CERDEC, has unveiled new mission command software that provides improved real-time command and control capabilities.

CERDEC, a part of the Army’s Research, Development and Engineering Command, has been developing capabilities under its Expeditionary Mission Command (EMC) Science and Technology Objective (STO). This year, it is rolling out 15 new capabilities, including software advances such as the Tactical Computing Environment (TCE) and the Single, Multimodal, Android Service for Human-Computer Interaction software known as SMASH.

The DOD announced on June 21 that two companies, L3 Technologies Inc. of Londonderry, New Hampshire and Optics 1 Inc. of Bedford, New Hampshire will compete for each order of the $236,019,734 firm-fixed-price contract for the Army's Small Tactical Optical Rifle Mounted Micro-Laser Range Finder. Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of June 20, 2025. Work will be performed in Fairfax, Virginia, with an estimated completion date of March 28, 2019. Fiscal 2018 research, development, test and evaluation funds in the amount of $14,000,000 were obligated at the time of the award.

The U.S. Army may be catching up to adversaries in the information warfare domain, but the pace of change remains a challenge.

“The biggest [capability] gap we have is keeping pace. It is very much a cat-and-mouse game. When you have a cat-and-mouse game, you see a lot of change, so we try to anticipate things,” says Gary Blohm, who directs the Intelligence and Information Warfare Directorate (I2WD) at Aberdeen Proving Ground, Maryland.

The U.S. Army's Communications-Electronics Research, Development and Engineering Center, or CERDEC, is extending the registration deadline for its technical interchange with industry to 5 p.m. EST, April 13.

The meeting, which is an opportunity for industry to learn about CERDEC's core mission and research and development activities, is scheduled for May 2-4 at the Myer Auditorium at Aberdeen Proving Ground, Maryland.

The U.S. Army Project Manager for Distributed Common Ground System-Army (DCGS-A) awarded contracts to Raytheon Co. and Palantir Technologies Inc. for Increment 1 Capability Drop 1 (CD1) of the DCGS-A. The contract fields commercial hardware and software solutions to support intelligence analyst operations at the tactical edge, according to the Program Executive Office, Intelligence, Electronic Warfare and Sensors (PEO IEW&S) division at Aberdeen Proving Ground in Maryland. Hardware solutions will include ruggedized laptops and a displacement of the current Intelligence Fusion Server at the battalion echelon to improve expeditionary operations.

The Army’s road to readiness runs through Aberdeen Proving Ground (APG) and the U.S. Army Communications-Electronics Command, in the opinion of Maj. Gen. Randy Taylor, CECOM’s commanding general. The advantages of the command—aside from the beautiful 144 miles of shoreline on the Chesapeake Bay in Aberdeen, Maryland, and the 400 American bald eagles that also live there— is that it may be the one place in the military where research and development in science and technology; technology development; testing; acquisition; fielding; and sustainment are all at one installation.
