The U.S. Army’s Project Manager of Robotic Systems Joint Project Office, Warren, Michigan, is conducting market research to see what companies can provide a lightweight common robotic system (CRS) for dismounted soldiers.
Kent Schneider, AFCEA’s president and chief executive officer, has called the 2013 U.S. Defense Department’s budget woes “the perfect storm.” Budget cuts, travel restrictions and sequestration converged to create an atmosphere of uncertainty and indecision. For the services, this meant a bit of scrambling to determine how reduced funding could have the least impact on national security. For the defense industry, it became a time of reaction and cutbacks, or at least flat budgets.
The inertial navigation system (INS) market size is estimated to be $2.75 billion in 2014 and is projected to grow at a compound annual growth rate of 10.98 percent to reach $4.63 billion by 2019, according to Research and Markets, a Dublin-based market analysis firm. Though North America and Europe have the largest market for INS in terms of commercial and defense aviation, military and naval applications, a lot of INS development programs have been launched in Asia-Pacific and the Middle East.
U.S. Defense Department data will be invading the commercial world as the department moves its unclassified information out of its own hands. Terry Halvorsen, acting Defense Department chief information officer, described the upcoming move at the Wednesday luncheon of the AFCEA International Cyber Symposium, being held June 24-25 in Baltimore.
U.S. Defense Department networks will need to operate with the minimum security available as connectivity and the threat picture evolve, said a top defense official. Terry Halvorsen, acting Defense Department chief information officer, minced no words as he described how tight budgets are limiting options across the board.
“I want for all these networks, the minimum level of security to get the mission done,” Halvorsen declared. “If we try to do the best security everywhere, we will not get to what we want. We don’t have the money; we don’t have the time.”
The U.S. Army has released a draft request for proposals to procure additional Rifleman Radios, moving the system toward full rate production. The Rifleman Radio is part of the Handheld, Manpack, Small Form Fit program. Under the full and open competition approach, the Army will award contracts, and qualified vendors will compete for delivery orders as needed.
The U.S. Navy has evaluated color-coded chemical detection technology known as colorimetric explosive detection kits, the service recently announced. Colorimetric detection technology is based upon a series of chemical reactions that produce a visual response, most often in the form of a color change dependent upon the molecular structure of the compounds being tested.

The U.S. Department of Energy’s Office of Science and the National Nuclear Security Administration has issued a request for proposals to further develop “extreme scale” supercomputer technology under the FastForward program. Contracts will total about $100 million and the funding period will be from July 2014 to November 2016. Proposals are due May 9.
The U.S. Navy has successfully demonstrated the Autonomous Aerial Cargo and Utility System (AACUS), which allows current, full-size helicopters to be remotely controlled by a tablet device. Rear Adm. Matthew Klunder, USN, chief of naval research, recently revealed that two young Marines at Quantico, Virginia, were able to land a full-size helicopter autonomously on an unprepared landing site with just one touch on a mini-tablet.
The Federal Risk and Authorization Management Program (FedRAMP) may ultimately eliminate the need for an information security classification process specific to the U.S. Defense Department, according to Teri Takai, Defense Department chief information officer. FedRAMP seeks to provide a governmentwide, standardized approach to security assessment, authorization and continuous monitoring for cloud products and services. Takai voiced full support for the program on April 2 at the Security Through Innovation Summit, Washington, D.C., presented by Intel Security.
Once the Joint Information Environment (JIE) is in place, the U.S. Defense Department may be able to deploy secure mobile apps much more quickly than it can with today’s cumbersome process, according to Teri Takai, Defense Department chief information officer.
Thales recently announced the company has signed a memorandum of understanding with the Qatar Armed Forces to assist in the development of an Optionally Piloted Vehicle-Aircraft (OPV-A), a high-performance intelligence, surveillance, target acquisition and reconnaissance system. The OPV-A will be a hybrid between a conventional and unmanned aircraft capable of flying with or without a pilot on board. Unimpeded by a human’s physiological limitations, an OPV-A is able to operate under more adverse conditions and/or for greater endurance times. The airframe, to be selected by the Qatar Armed Forces, will be integrated with a mission systems capability to enable the optionally piloted capability.
Defense industry leaders desire greater government involvement in the defense acquisition process, according to a recent survey released by the Government Business Council (GBC). Of the 340 survey participants, 85 percent of respondents noted positive outcome from more government involvement in the acquisition arena. Forty-three percent identified the disconnect between government and industry expectations as a “significant problem,” and 60 percent noted the same challenge in the command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) community.
Chief information security officials from various agencies voiced support for the Department of Homeland Security's Continuous Diagnostics and Mitigation (CDM) Program, which is designed to fortify computer networks across the federal government. The officials spoke out in support of the program while serving on a panel during the AFCEA Homeland Security Conference, Washington, D.C. Panel moderator John Streufert, director of Federal Network Resilience at the Department of Homeland Security, took the opportunity to put some rumors to rest.
The U.S. Customs and Border Protection (CBP) agency is only interested in mobile communication if it allows the agency to perform functions it could not perform otherwise, Mark Borkowski, component acquisition executive and assistant commissioner with the CBP Office of Technology Innovation and Acquisition, told the audience at the AFCEA Homeland Security Conference in Washington, D.C., on Monday. "We're not interested in mobility for mobility's sake but because it allows us to do something we haven't done before," Borkowski said, while participating in a panel on mobility and interoperability.

The U.S. military must make difficult decisions that will define the force for years to come amid a substantial risk to readiness and effectiveness, according to a Defense Department official. The nation faces new challenges throughout the world coupled with severe budget cuts at home, and the response to these issues must be taken carefully with a long-term strategic look.
Business as usual will weaken rather than strengthen the U.S. military in this time of budget cuts. The force must rely on technology development to ensure that it does not maintain current force sizes at the expense of enablers.
These points were outlined by Christine Fox, acting deputy secretary of defense, at the opening keynote address at West 2014, co-sponsored by AFCEA International and the U.S. Naval Institute and being held February 11-13 in San Diego. Fox allowed that the military must become smaller over the next five years, and it must maintain capabilities that will enable it to meet any of a number of challenges.
U.S. Sen. Charles Schumer (D-NY) announced that the U.S. Army has committed to a multivendor, multiaward acquisition process—set to be finalized by the end of this month—that will allow multiple companies to compete for the Joint Tactical Radio System Manpack and Handheld Rifleman Radio contracts. The new acquisition approach also will allow the Army to select multiple contractors to each make a percentage of the radios. Prior to this decision, the Army was pursuing a single-vendor process for each of its next-generation radio contracts.
