Joint Research and Development Inc.,* Stafford, Virginia, was awarded a $25,000,000 hybrid (cost-no-fee, cost-plus-fixed-fee and firms-fixed-price) contract for operations, research and technology and program and integration support for the U.S. Army Combat Capabilities Development Command, Chemical Biological Center's Chemical Biological Applications and Risk Reductions business unit. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of July 14, 2024. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911SR-19-D-0008).

Leidos Inc., Reston, Virginia, is issued a contract modification (HDTRA1-17-C-0019-P00013) to exercise Option Period Two of a time-and-materials contract with a ceiling value of $34,056,691, and does not include the value of the unexercised options. This contract is for scientific and technical services in support of various projects under the Cooperative Biological Engagement Program. Work will be performed at various locations throughout the world. The anticipated completion date is May 13, 2020 (Option Period Two); this contract includes two additional 12-month options that would end on May 13, 2022, if all options are exercised. The contract was a competitive acquisition; the government received 11 offers.

 

Battelle Memorial Institute, Columbus, Ohio (FA8075-19-D-0016); MRIGlobal, Kansas City, Missouri (FA8075-19-D-0017); and Southwest Research Institute, San Antonio Texas (FA8075-19-D-0018), have each been awarded a maximum $28,000,000,000 indefinite-delivery/indefinite-quantity, multiple award research and development contract for the competed Pool 3 unrestricted full and open chemical, biological, radiological, and nuclear (CBRN) labs for Defense Technical Information Center. The location of performance is not known at this time and will be cited on individual delivery orders. This contract is expected to be completed October 29, 2027.

The U.S. Department of Homeland Security (DHS) Science and Technology (S&T) Directorate has launched the Hidden Signals Challenge, a $300,000 prize competition to identify novel uses of existing data to uncover emerging biothreats. The challenge calls upon innovators from a wide variety of fields to develop concepts that will identify signals and achieve timelier alerts for biothreats.

General Dynamics Armament and Technical Products has been awarded a potential $300 million contract by the U.S. Army for production and field support of Joint Biological Point Detection Systems (JBPDS). The U.S. Army Research, Development and Engineering Command Acquisition Center, Aberdeen Proving Ground, Maryland, awarded the contract. The JBPDS is a self-contained instrument suite that rapidly detects and identifies biological warfare agents. Available in man-portable, shelter-based, ship-based and trailer-mounted variants, the JBPDS can be configured to meet the operational requirements of the U.S. Army and Navy.
