The Department of Homeland Security Science and Technology Directorate (S&T) announced today $35 million in funding opportunities for a new DHS Center of Excellence (COE) for Terrorism Prevention and Counterterrorism Research (TPCR). Accredited U.S. colleges and universities are invited to submit proposals as the center lead or as an individual partner to work with the lead institution in support of the center’s activities.
A new strategy for U.S. intelligence looks to improve integration of counterintelligence and security efforts, increasingly address cyber threats, and have clear guidance of civil liberties, privacy and transparency. As outlined in the U.S. National Intelligence Strategy (NIS), from Director of National Intelligence (DNI) Dan Coats, the intelligence community is facing a turbulent and complex strategic environment, and as such, the community “must do things differently.”

AeroVironment Inc. has announced the U.S. Combating Terrorism Technical Support Office (CTTSO) is evaluating the company’s new tethered unmanned aircraft system, named Tether Eye, for intelligence, surveillance, reconnaissance (ISR) and security applications. The CTTSO funded the development program.
Lockheed Martin, Owego, New York, was awarded a $4.6 million contract from the Combating Terrorism Technical Support Office for the continued development of a maritime canister-launched small unmanned aircraft system. The company is working on a reconfigurable version of the collapsible wing Vector Hawk. The Vector Hawk design is suited to support a man-packable, all-in-one solution that includes a fixed-wing aircraft for standard and long-endurance missions; a collapsible fixed-wing aircraft that can be launched from a tube from land or water; a vertical takeoff and landing aircraft; and a tilt-rotor enabling vertical takeoff and landing aircraft with transition to forward flight.
GeoEye Analytics Incorporated, McLean, Virginia, is being awarded a potential $22,178,709 cost-plus-fixed-fee contract for geospatial analysis, research, and studies. GeoEye Analytics will be performing threat, counter insurgency, and counter terrorism analysis to support intelligence analysis programs and operational organizations. The Naval Surface Warfare Center, Crane, Indiana, is the contracting activity.
Alion Science and Technology, McLean, Virginia was recently awarded a more than $4 million contract from the Defense Advanced Research Projects Agency (DARPA) to evaluate a revolutionary technology that will enable troops deployed around the world to improve how they record and analyze information obtained while on patrol. Alion will provide performance evaluations on the Graph Understanding and Analysis for Rapid Detection-Deployed On the Ground (GUARD DOG) program, which is designed to assist patrollers as they conduct counter-insurgency, counter-terrorism and counter-drug missions.
