Concerns are growing about warfighters’ ability to communicate mission-critical information beyond line-of-sight in conflicts with peer and near-peer adversaries. Just in time, a new generation of highly capable high frequency radios is emerging as a viable solution when satellite communications are denied or unavailable. Fourth-generation wideband high frequency radios can satisfy military needs with the century-old wireless technology that is experiencing a resurgence of interest from warfighters worldwide.

ViaSat Inc., Carlsbad, California, has been awarded a $93,000,000 indefinite-delivery/indefinite-quantity contract to provide AN/PRC-161 Handheld Link 16 radios, ancillaries and associated training to special warfare operators. Work will be performed at Carlsbad, California, and is expected to be completed by December 31, 2023. The contract is awarded on a non-competitive basis. Fiscal 2020 other procurement funds are being used and no funds are being obligated at the time of the award. The Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8629-20-D-5000).

Communications requirements are changing in tandem with new modes of military battlefield requirements. Until a few years ago, voice had been the predominant communications medium. Variable message format messages were adopted as the digitally aided close air support standard, however even with a concerted effort by the U.S. Defense Department to standardize requirements, there continues to be longstanding issues with interoperability, including significant loss of key data and slow refresh rates.

The Boeing Company, Mesa, Arizona, was awarded a $13,666,395 cost-plus-incentive-fee contract for the development, integration and test tasks services in support of non-Command and Control Link 16 functionality. The U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Scalable Network Technologies (SNT) Incorporated recently  announced that the company was awarded a contract to support the acquisition and enhancement of Joint Tactical Radio System Network Emulator for use by numerous U.S. Defense Department programs and agencies. The contract from the Joint Program Executive Office for the Joint Tactical Radio System (JPEO JTRS) is a follow-on to previous Army and Navy efforts with SNT, with an estimated value of $11 million.

BAE Systems Information and Electronic Systems Integration Incorporated, Wayne, New Jersey, is being awarded a potential $24 million contract for Link 16 software in-service support for the Joint Program Executive Office, Joint Tactical Radio System (JTRS) Network Enterprise Domain. Data Link Solutions (DLS), a joint venture between Rockwell Collins and BAE Systems, has been awarded a $37 million contract from the U.S. Navy Space and Naval Warfare Systems Command to upgrade its Joint Tactical Information Distribution Systems (JTIDS) radio terminals. JTIDS terminals provide jam-resistant digital communication of data and voice for command and control, navigation, relative positioning and identification. DLS will incorporate cryptographic modernization and frequency remapping upgrades into fielded JTIDS Class 2 terminals.
