Georgia Tech Applied Research Corp., Atlanta, Georgia, was awarded a $9,775,501 cost-plus fixed-fee contract for Low Cost UAS Swarm Technology Distributed Autonomy prototyping, analysis, and support. The contract contains options, which if exercised, will bring the total cumulative value of the contract to $17,441,037. Work will be performed in Atlanta, Georgia, and work is expected to be completed January 31, 2020. If options are exercised, work will continue through January 31, 2022. Fiscal year 2019 research, development, test and evaluation (Navy) funds in the amount of $9,061,486 are obligated at the time of award. No funds will expire at the end of the current fiscal year. This contract was competitively procured under N00014-18-S-

Knowledge Management Inc., Tyngsboro, Massachusetts, was awarded a ceiling $10,000,000 firm-fixed-priced, indefinite-delivery/indefinite-quantity task order contract to support the Marine Corps Training Command, Center for Distance Education and Training (CDET). This effort is to provide interactive multimedia instructional support services for the Marine Corps Training Command CDET. These objectives include: 1) initial project assessment; 2) front end analysis; 3) design product; 4) development product; and 5) post-production courseware updates in support of CDET’s interactive multimedia design needs for the Marine Corps. This contract includes five 12-month ordering periods with an aggregate ceiling value of $10,000,000.

Tuva LLC,* Herndon, Virginia, is awarded an $8,999,621 firm-fixed-price contract for the purchase of 100 Mobile Training Suites (MTS) in support of Global Combat Support System-Marine Corps (GCSS-MC). The kits are a combination of equipment, software, databases, documentation, and procedures; and, will be used in the training of GCSS-MC users and key personnel in locations where network connectivity to the enterprise training environment is not available. Work will be performed in Herndon, Virginia, and is expected to be complete by September 27, 2019.

The U.S. Navy announced today that U.S. Strategic Command has approved the service’s next-generation narrowband satellite communication system for expanded operational use. The authorization paves the way for Navy and Marine Corps “early-adopter” commands to use the system on deployment as early as this fall, primarily in the Pacific theater, according to the written announcement. The Navy's on-orbit, five-satellite constellation—the Mobile User Objective System, or MUOS—began providing legacy satellite communications shortly after the system’s first satellite launch in 2012.

A commercial drone serves as a proof-of-concept vehicle as the U.S. Marine Corps works toward autonomous supply delivery via unmanned aerial vehicles. Once further developed, the same technology could provide relief to a civilian populace devastated by a natural disaster.

The U.S. Marine Corps is exploring the use of a family of unmanned aerial vehicles to deliver vital supplies to Marines in combat. Drones would remove humans from the dangerous role of forwarding essential logistics to warfighters while allowing greater flexibility of delivery.

Once developed, these drones also could have civilian emergency response applications. Instead of speeding ammunition to Marines on the front lines, the vehicles would be used to provide emergency supplies to civilians left without power, food or clean water following a natural disaster. Either mission would have the same sense of urgency; only the cargo would be different.

Mixed reality technologies, including augmented reality or virtual reality, are changing the way the U.S. Navy and Marine Corps handle system training, operations, maintenance and prototyping. Augmented reality is a combination of computer-generated images partially overlaid on a real-world view. In virtual reality, which has been around for decades, a user’s vision is obscured and totally replaced with computer-generated graphics. Both technologies visually employ degrees of computer-generated information. With the help of the Navy’s Battlespace Exploitation of Mixed Reality laboratory in San Diego, the services are looking into both types of mixed reality applications using low-cost commercial off-the-shelf technologies.

Cubic Global Defense, San Diego, California, is being awarded an $11,605,378 firm-fixed-price modification under a previously awarded contract for Marine Air-Ground Task Force (MAGTF) Training Systems Support (MTSS), managed by Program Manager Training Systems, Orlando, Florida. MTSS provides pre-deployment training to Marine Corps (USMC) operating forces within a joint and combined environment to improve USMC warfighting skills.

U.S. Marine Corps soldiers in the Special Operations Command (SOCOM) are adding a new tool to the doghouse: a “robot dog” for hands-on canine medical training. The realistic dog mannequin simulator, used recently for the first time at Camp Lejeune in North Carolina, will help the soldiers improve their canine medical skills, according to a report by Cpl. Bryann Whitley, USMC.

Canadian Commercial Corporation of Ottawa, Ontario, Canada, on behalf of General Dynamics - Ordnance and Tactical Systems, Repentigny, Quebec, Canada, is being awarded a $37,720,562 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for production and training in the use of Simunition FX 5.56mm Special Effects Small Arms Marking System (SESAMS) cartridges for the Marine Corps force-on-force training.  The cartridges are non-lethal, non-toxic, low velocity training ammunition used in conjunction with Simunition FX weapons conversion kits for the M4/M16 and M249 service weapons.

Looking to create a more agile contracting process, the Department of the Navy's Program Executive Office for Enterprise Information Systems (PEO EIS) is trying out a new approach for next year's recompete of its major information technology contracts.

The so-called “sprint” process strives to bring in contract services that more directly align with the Navy’s and Marine Corps’ mission-related IT network and hardware requirements. Modeled after the computer industry’s agile software development process, the sprint contracting method rolls out contract documents more frequently and harnesses industry feedback on the front end, while incorporating the needs of end users.

Bell-Boeing JPO of Amarillo, Texas, is being awarded $7,671,686 by the Navy for cost-plus-fixed-fee modification 11 to deliver order 0096 under previously issued basic ordering agreement N00019-12-G-0006 in support of the V-22 aircraft. The modification provides for the procurement of Marine Corps MV-22 integrated aircraft survivability equipment and Air Force CV-22 directional infrared counter measures, advanced mission computer kits, validation/verification kits, delta kits, non-recurring engineering and installation. Work will be performed at Ridley Park, Pennsylvania, and is expected to be completed in May 2019.

General Dynamics Missions Systems Incorporation, Scottsdale, Arizona, is being awarded a $37,136,744 firm-fixed-price, cost-plus-fixed-fee contract for the full rate production of the Common Aviation Command and Control System (CAC2S), managed by Program Executive Office Land Systems, Quantico, Virginia.

The contract will procure 41 full deployment units and quarterly software maintenance releases, in four lots from fiscal year 2017 through 2020, to include the servers, network switches, network routers, radios and ancillary equipment, and assembly of the components into a deployable system. The contract includes three one-year options, which if exercised, will bring the total value to $104,850,491.

Fujifilm Medical Systems U.S.A. Inc., Stamford, Connecticut, has been awarded a maximum $768,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for digital imaging network picture archiving communications system products and maintenance. This is the fourth contract competitively awarded under the open solicitation SPE2D1-15-R-0004. This was a competitive acquisition with eight offers received. This is a five-year base contract with one five-year option period. Maximum dollar amount is for the life of the contract. Locations of performance are Connecticut, and other U.S. areas, with an August 21, 2027, performance completion date.

Raytheon Company of McKinney Texas, is being awarded a maximum ceiling $33,100,000 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for the Firepower Enhancement Program (FEP), System Technical Support. The FEP was developed in order to implement a second generation forward looking infrared that met detection and identification ranges under different battlefield conditions as well as a far target location capability.
