Bids were solicited via the internet with one received. Work will be performed in Burlington, Massachusetts, with an estimated completion date of July 13, 2024. Fiscal 2021 research, development, test and evaluation, Army funds in the amount of $2,300,173 were obligated at the time of the award. CSRA LLC, Washington, D.C., is awarded a $57,000,000 modification (P00002) to previously awarded, firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract N61340-18-D-0002. This modification increases the ceiling to provide the Navigation Seamanship Shiphandling Trainers program, training systems and upgrades to meet fleet emergent requirements based on the Chief of Naval Operations mandated expansion in navigation related training hours and navigation related training capability at schoolhouses throughout the world.

Northrop Grumman Systems Corp., Charlottesville, Virginia, is awarded $15,750,807 for firm-fixed-price, cost-plus-fixed-fee delivery order N00024-19-F-5201 on previously awarded indefinite-delivery/indefinite-quantity contract N00024-15-D-5208 to exercise a one-year option for the production Ring Laser Gyro Navigation (RLGN) System, provisioned items and associated technical program support of the Navy's WSN-7 navigation system. The AN/WSN-7(V) RLGN system is a self-contained inertial navigator designed for Navy surface ships. Work will be performed in Charlottesville, Virginia, and is expected to be completed by July 2021.

The Boeing Co., Heath, Ohio, has been awarded an $18,491,168, requirements task order for guidance and navigation system repairs for multiple aircraft platforms. Work will be performed in Heath, Ohio, and is expected to be completed by September 29, 2019. The award is the result of a sole-source acquisition. Fiscal year 2019 working capital funds in the amount of $18,491,168, are being obligated at the time of award. Rockwell Collins Inc. Government Systems Division, Cedar Rapids, Iowa, is awarded a $7,062,238 five-year long-term contract for repair of 22 various navigation and communication items that are a part of the KC-130J, H-1, E-2C, P-3, common systems and other aircraft. Work will be performed at contractor facilities in Atlanta, Georgia; Cedar Rapids, Iowa; Calexico, California; and Wichita, Kansas. The percentage of work at each of those locations cannot be determined at this time, and work is expected to be completed by October 2023. Working capital (Navy) funds will be obligated as individual task orders are issued and funds will not expire at the end of the current fiscal year.

The Boeing Co., Huntington Beach, California, is awarded a $26,663,956 cost-plus-fixed-fee contract to provide the U.S. and United Kingdom Trident II (D5) maintenance and rebuilding and technical services in support of the Navigation subsystem. Work will be performed in Huntington Beach, California (75.0 percent); and Heath, Ohio (25.0 percent), with an expected completion date of September 30, 2020. United Kingdom funds in the amount of $1,512,629 are being obligated on this award.  Subject to the availability of funding, fiscal 2019 operations and maintenance (Navy) contract funds in the amount of $25,151,327 will be obligated. Funds in the amount of $25,151,327 will expire at the end of fiscal 2019.

Work will be performed in Melbourne, Florida (81 percent); Cuers, France (11 percent); Rolling Meadows, Illinois (4 percent); Millersville, Maryland (2 percent); and Herndon, Virginia (2 percent), and is expected to be completed in July 2019.
