Mounting threats from adversaries and the need to support multidomain operations require unmanned aerial vehicles that can run longer, repower quickly and fly farther. For the U.S. Army to rely on advanced unmanned aerial vehicles in the future, associated motors and fuels—and for smaller vehicles, battery recharging capabilities—must evolve. Researchers at the U.S. Army Combat Capabilities Development Command’s (CCDC’s) Army Research Laboratory (ARL) at Aberdeen Proving Ground, Maryland, are examining the possibilities of hybrid propulsion systems that harness multiple fuels.

To improve long-range radio frequency communications, researchers at the U.S. Naval Research Laboratory are working on a method of combining signals at the receiver level after multiple relays and a single transmitter. The solution is meant to extend line-of-sight communications. Finding an affordable alternative to beyond-line-of-sight (BLOS) communications usually provided by satellites, aircraft or drones is an important priority for the Navy and the Defense Department, says Aaron Cohen, computer engineer and electrical engineer at the Naval Research Laboratory, known as the NRL.

The colossal reliance on semiconductor chips by the military and commercial industry reaches across weapons, machines and systems that perform key defense and national security functions. And while the Defense Department and the industry use secure chips, they are expensive and hard to design. To remedy that, the Defense Advanced Research Projects Agency, known as DARPA, is looking to automatically include defense mechanisms into the design of microchips. The agency is creating tools to manage the supply chain custody throughout the life cycle of a microchip and increase the availability and economics of secure microelectronics.

In addition, there is a growing need to verify that a chip was built as specified and doesn’t contain a malicious agent. Harnessing optical methods for semiconductor wafer inspection is one way to effectively look for anomalies, says Lynford Goddard, professor of Electrical and Computer Engineering (ECE) at the University of Illinois at Urbana-Champaign.

Atmospheric and Environmental Research (AER), Lexington, Massachusetts, has been awarded a $21,559,320 cost-plus-fixed-fee contract for research and development. This contract will provide for comprehensive, next-generation space environment model development, verification and validation, space environment related product development support, and design/prototyping of advanced space weather sensors. Work will be performed in Lexington, Massachusetts; and Kirtland Air Force Base, New Mexico, and is expected to be complete by July 1, 2024. The award is the result of a competitive acquisition and four offers were received. Research and development funds in the amount of $2,107,785 are being obligated at the time of award.

Boston College, Institute for Scientific Research, Boston, Massachusetts, has been awarded a $10,632,835 cost reimbursable contract for research and development. This contract provides for extending and exploiting existing tools, assets and information to maximize near-term benefits to the government, while simultaneously generating new ideas, innovations and basic research for next-generation technologies promising new, in some cases revolutionary, capabilities for the warfighter. Work will be performed at Boston College, Massachusetts; and Kirtland Air Force Base, New Mexico; and a few other locations in the U.S., and is expected to be complete by April 1, 2024.

SRI International, Menlo Park, California, is awarded an $11,312,731 cost-plus-fixed-fee contract for low frequency high power satellite calibration research and development. The contract contains options, which if exercised, will bring the contract value to a total of $63,482,059. The places of performance will be at the contractor’s facility located in Menlo Park, California (65 percent); and at the Bluestar Antenna Facility in Stanford, California (35 percent). Work is expected to be completed March 7, 2020.  If all options are exercised, work will continue through March 2024.

Millennium Engineering and Integration Co., Arlington, Virginia, has been awarded a $340,000,000 indefinite-delivery/indefinite-quantity contract for research and development. This contract provides research, engineering, and technical management for performing space technology concept development, analysis, development, integration, experimentation, demonstration, and evaluation in support of the Air Force Research Laboratory Space Vehicles Directorate. Work will be performed at Kirtland Air Force Base, New Mexico, and is expected to be complete by April 30, 2026. This award is the result of a competitive acquisition and five offers were received.

The Aerospace Corp., El Segundo, California, has been awarded a $22,000,000 modification (P00006) to contract FA8802-19-C-0001. Work will be performed in El Segundo, California, and is expected to be completed by September 30, 2019. No funds are being obligated at the time of award. Total cumulative face value of the contract is $1,073,818,540. Space and Missile Systems Center, Los Angeles Air Force Base, El Segundo, California, is the contracting activity. The Aerospace Corp. is a federally funded research and development center, and the only one which focuses on space.

Defense Research Associates Inc.,* Beavercreek, Ohio, has been awarded an $11,098,274 cost-plus-fixed-fee contract for research and development. This contract provides research and development to transition technologies related to long-duration multispectral sensor technology utilizing radiation from numerous sources to obtain warfighter objectives/advantages. Work will be performed in Dayton, Ohio, and is expected to be complete by January 6, 2025. This award is the result of a Small-Business Innovation Research Phase III request for proposal. Fiscal 2018 research and development funds in the amount of $200,000 are being obligated at time of award.

The Johns Hopkins University Applied Physics Laboratory’s work in space-related research continues to push the envelope of science. Lab researchers designed and built NASA’s Parker Solar Probe, launched in August from Florida’s Kennedy Space Center to fly through the sun’s corona, work that also helps inform hypersonic research.

In a world where the U.S. Defense Department is facing asymmetric threats, department leaders are counting on long-term research and development to provide primary solutions to protect the nation. For the Johns Hopkins University Applied Physics Laboratory, which has helped create technologies that have changed the course of history, the pressure is on to find the next significant contribution, says the laboratory’s director, Ralph Semmel. “When you look back in history, we had nine of those [groundbreaking technologies], so we are holding ourselves to a very high bar,” Semmel says. “But the key is that we don’t know which technology is actually going to turn into a defining innovation.”
