Metron Inc.,* Reston, Virginia, is awarded a $32,199,767 ceiling increase and 36-month period of performance extension modification to previously awarded, cost-plus-fixed-fee contract N65236-17-C-8000 for research and development of a mission planning and execution aid tool to support strategic fleet operations. Work will be performed in Reston, Virginia (81%); and San Diego, California (19%), and is expected to be complete by May 2023. This modification brings the total cumulative value of the contract to $52,574,968. Fiscal 2020 research, development, testing and evaluation (Navy) funds in the amount of $4,362,374 will be obligated at time of award and will not expire at the end of the fiscal year.

Leland Stanford Junior University, Stanford, California, was awarded a $30,114,182 cost reimbursement contract for a research project to study the securing of our national internet infrastructure using measurement, control, and verification for closed-loop control of networks, also known as the Pronto project. The Pronto project will research the creation and deployment of a network, to include 5G, under verifiable closed-loop control as an exemplar for others in government, industry, and education to replicate. Work will be performed in Stanford, California (17%); Menlo Park, California (68%); Ithaca, New York (8%); and Princeton, New Jersey (7%), with an expected completion date of May 2023.

Raytheon Co., Marlborough, Massachusetts (FA8808-20-D-0001); and L3-Harris, Camden, New Jersey (FA8808-20-D-0002), have each been awarded a $500,000,000 ceiling, indefinite-delivery/indefinite-quantity contract with corresponding delivery orders valued at $37,639,960 for Raytheon Co., and $30,604,891 for L3-Harris, to develop protected tactical waveform capable modems.  This contract provides for research, development and production of protected tactical waveform capable modems for tactical satellite communication operations. Work will be performed in Marlborough, Massachusetts; Camden, New Jersey; and Salt Lake City, Utah, and is expected to be completed April 1, 2025.

To improve long-range radio frequency communications, researchers at the U.S. Naval Research Laboratory are working on a method of combining signals at the receiver level after multiple relays and a single transmitter. The solution is meant to extend line-of-sight communications. Finding an affordable alternative to beyond-line-of-sight (BLOS) communications usually provided by satellites, aircraft or drones is an important priority for the Navy and the Defense Department, says Aaron Cohen, computer engineer and electrical engineer at the Naval Research Laboratory, known as the NRL.

Herrick Technology Laboratories Inc.,* Manchester, New Hampshire, has been awarded a $40,712,166 cost-plus-fixed-fee completion contract for Spectrum-Agile, Location Aware, Enhanced Electromagnetic Kit (SLEEK) hardware and software. This contract provides for research, develop, integrate, prototype, demonstrate, validate and verify new software capabilities for a software-defined and reprogrammable transceiver that has broad applicability to military-relevant missions. Work will be performed at Germantown, Maryland; Manchester, New Hampshire; and Rome, New York, and is expected to be completed by October 2022. This award is the result of a competitive acquisition and two offers were received.

Fairfax, Virginia-based Highlight Technologies reported on July 31 that the National Institutes of Health (NIH) selected the company to provide communications and outreach support services under an $18 million Blanket Purchase Agreement (BPA). As part of the effort, the company will support NIH's Office of Extramural Research (OER) with communications and technical writing support; website and social media support; grants information support; training support; workshop and seminar logistical support; and technical and administrative support. “Highlight is honored to work with NIH OER to support its important mission," said Adam McNair, COO of Highlight Technologies.

The colossal reliance on semiconductor chips by the military and commercial industry reaches across weapons, machines and systems that perform key defense and national security functions. And while the Defense Department and the industry use secure chips, they are expensive and hard to design. To remedy that, the Defense Advanced Research Projects Agency, known as DARPA, is looking to automatically include defense mechanisms into the design of microchips. The agency is creating tools to manage the supply chain custody throughout the life cycle of a microchip and increase the availability and economics of secure microelectronics.

In addition, there is a growing need to verify that a chip was built as specified and doesn’t contain a malicious agent. Harnessing optical methods for semiconductor wafer inspection is one way to effectively look for anomalies, says Lynford Goddard, professor of Electrical and Computer Engineering (ECE) at the University of Illinois at Urbana-Champaign.
