This contract is an additional award against a previously announced multiple award contract, with an estimated aggregate ceiling for all contracts of $960,000,000, with the companies having an opportunity to compete for individual orders. Services to be provided include leading, facilitating, and ensuring the strategic planning, implementation, coordination, integration, and evaluation of programmatic activities and administrative systems for NAVAIR managed programs’ program executive offices.

T&E Technologies LLC,* Anchorage, Alaska, was awarded a $16,943,111 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract. This contract provides for technical, environmental, and encroachment services in support of the Naval Air Warfare Center Weapons Division’s Range Sustainability Office. Services to be provided include encroachment analysis, environmental studies and documentation, natural resources documentation, geospatial analysis for resource management and land use planning and geophysical resources analysis. Work will be performed in China Lake, California (80 percent); Pt. Mugu, California (15 percent); and Patuxent River, Maryland (5 percent), and is expected to be completed in November 2023.

It comes as no surprise that U.S. adversaries continue to target and successfully exploit the security weaknesses of small-business contractors. A successful intrusion campaign can drastically reduce or even eliminate research, development, test and evaluation (RDT&E) costs for a foreign adversary. Digital espionage also levels the playing field for nation-states that do not have the resources of their more sophisticated competitors. To bypass the robust security controls that the government and large contractors have in place, malicious actors have put significant manpower into compromising small- and medium-sized businesses (SMBs).

Place of performance is Falls Church, Virginia. This contract supports the Defense Medical Modeling Simulation Office in the requirements and implementation branch for the development of initial contracting requirements, cost estimates, and research. Services include using the Department of Defense procurement and acquisition process to ensure medical modeling and simulation products align with the services and across the enterprise.

Lightforce USA Inc.,* Orofina, Idaho, is awarded a $15,760,499 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the production of Squad-Variable Powered Scopes (S-VPS) in support of U.S. Special Operations Command.  This procurement is for the S-VPS, spare parts and training. The S-VPS is a low-profile, wide-field-of-view, passive scope for near-range engagements out to and beyond the maximum effective range of the weapon system, for small arms employed by special operations forces. This contract includes options which, if exercised, would bring the cumulative value of the contract to $21,172,435. Work will be performed in Orofino, Idaho, and is expected to be completed by September 2023.

Grand Ground Enterprise LLC,* Washington, District of Columbia, has been awarded a base year plus four option years, with a potential six-month extension of services, time and materials contract (HHM402-18-F-0165) with an estimated ceiling of $61,261,552 to provide counterintelligence analysis support services for the Defense Intelligence Agency’s (DIA) Office of Counterintelligence and the Joint Staff Counterintelligence and Human Intelligence Deputy Directorate. Through this award, DIA will procure services to identify and neutralize threats to DIA personnel, information and missions that includes strategic-level analytic support focused on all-source analysis.

The kits are a combination of equipment, software, databases, documentation, and procedures; and, will be used in the training of GCSS-MC users and key personnel in locations where network connectivity to the enterprise training environment is not available. Programmatic support applications include, but are not limited to, planning, estimation, risk management, event scheduling (including flight test events), anomaly tracking, project execution, project monitoring and control, and reporting. Work will be performed in China Lake, California, and is expected to be completed in September 2023.

DOD announced on September 26 that the Marine Corps Systems Command (MCSC) had awarded a contract to produce lighter-weight body armor, known as Plate Carrier Generation IIIs, which will help Marines increase their mobility and safety in training and deployments, according to a DOD contract notice as well as a statement from Kaitlin Kelly, public affairs, MCSC. A small business, Vertical Protective Apparel, LLC, of Shrewsbury, New Jersey, was awarded a $62,612,464 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to produce and deliver the body armor. A maximum quantity of 225,886 will be delivered, and the work will be completed by September 2023, Kelly reported.

Vista Research, Inc.,* Arlington, Virginia, is awarded a $36,226,053 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for a Small Business Innovation Research Phase III effort stemming from a Phase I, Phase II, and Phase III contract under Topic H-SB06.1-004, Signal Processing for a Southern Border Surveillance System.  This requirement provides for up to eight Vista F50-ER1 Air Surveillance Radar (ASR) systems, including installation; and operation and sustainment support for 11 Vista F50-ER1 ASR systems, including three previously installed on ships.
