Sonalysts Inc., Waterford, Connecticut, is being awarded a $14,516,477 cost-plus-fixed-fee contract modification (P00008) to the previously awarded contract FA8806-19-C-0002 for Standard Space Trainer Mission-Specific Vendor Plug-in (MSVPs) for the Upward Early Warning Radar. The contract modification provides for future development of MSVPs. Work will be performed at Waterford, Connecticut, and is expected to be completed by July 31, 2022. Fiscal year 2019 research, development, test and evaluation funds in the amount of $7,300,000 are being obligate at time of award. Total cumulative face value of the contract is $35,209,586.00.

Lockheed Martin Co., doing business as Lockheed Martin Space, Sunnyvale, California, has been awarded a $15,555,158 cost-plus-fixed-fee modification (P00150) to previously awarded contract FA8810-13-C-0002 for Space-Based Infrared System contractor logistics support for fiscal 2019 projects. This contract will provide an in-scope bilateral supplemental agreement executed in accordance with the terms of special clause requirement H00005. Work will be performed at Peterson Air Force Base, Buckley AFB, Greeley Air National Guard Station, and Boulder, Colorado, and is expected to be completed by October 31, 2021. Fiscal year 2019 funds are being obligated at the time of award. Total cumulative face value of the contract is $1,500,933,962.

Appearing at a Mitchell Institute event on Friday, Col. Dennis Bythewood, USAF, program executive officer, Space Development, Space and Missile Systems Center (SMC), says that the center’s SMC 2.0 effort is about getting rid of stove-piped program structures and flattening the organization to enable innovative and integrated space solutions for the military.

For the last year, the U.S. Air Force’s Space and Missile Systems Center, known as SMC, has been revamping how it does business. As part of the service’s Space Command, SMC is at the helm of the military’s satellite communications and is confronting a contested space environment as well as a need to innovate faster. As such, the SMC is pursuing a reorganization it has dubbed SMC 2.0, which involves shifting its contracting and decision-making approaches to improve the nation’s defense-related satellite communications.

LinQuest Corp., Los Angeles, California, has been awarded a $12,824,336 cost-plus-fixed-fee and firm-fixed-price modification (P00098) to previously awarded contract FA8808-13-C-0009 for systems integration and engineering services. The contract modification provides for the extension of the period of performance of the current contract for a period of two months of services. This two month extension is to ensure continuity of services and provide the required 60-day transition period as a result of the delay in the award of the competitive follow-on contract. Work will be performed at Los Angeles Air Force Base, and is expected to be completed by August 31, 2019.

Engility Corp., Andover, Massachusetts, has been awarded a $40,000,000 firm-fixed-price/cost reimbursement/cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for services supporting the Space and Missile Systems Center, Advanced Systems and Development Directorate, Ground Systems and Space Operations Division at Kirtland Air Force Base, New Mexico. This contract provides engineering, development, integration and sustainment services supporting the current ground system enterprise throughout its evolution, including the transition to and buildout of enterprise ground services.

Northrop Grumman Corp., Aerospace Systems, Azusa, California, has been awarded a $7,688,550 contract option modification (P00029) to contract FA8810-15-C-0001 for Defense Support Program (DSP) on-orbit satellite and anomaly resolution support. This support provides root-cause analysis as a key component of the lifetime extension of DSP.  Work will be performed in Azusa, California; Aurora, Colorado; and Colorado Springs, Colorado, and is expected to be completed by September 30, 2019. Fiscal year 2019 operations and maintenance funds in the amount of $7,688,550 are being obligated at the time of award. Total cumulative face value is $108,244,260.

The U.S. Air Force is facing a strategic inflection point in terms of how it pursues satellite communications in an increasingly contested space environment. The contract modification is for the exercise of Option Period Four. Work will be performed at Schriever Air Force Base, Colorado; El Segundo, California; and Colorado Springs, Colorado, and is expected to be completed December 31, 2019. Fiscal year 2019 operations and maintenance funds in the amount of $10,361,265 will be obligated at the time of award. Ball Aerospace & Technologies Corp., Boulder, Colorado, has been awarded a $255,418,494 firm-fixed-price contract modification (P00008) to previously awarded contract FA8810-18-C-0002 for the Weather System Follow-on Microwave. The contract modification provides for the exercise of an option for development and fabrication of the Weather System Follow-on Microwave Space Vehicle 1. Work will be performed in Boulder, Colorado, and is expected to be completed by January 15, 2023. Fiscal year 2018 research, development, test and evaluation funds are being obligated at the time of award. The total cumulative face value of the contract is $349,552,413.

The U.S. Air Force is pursuing an overarching effort known as SMC 2.0, spearheading agile acquisition, reorganizing internally and working to define a hybrid flexible architecture for satellite systems to better protect the United States. The support of X-band capability, however, is unclear, leaders say.

For the Navy, use of satellite based X-band frequency is a vital defense component; the service’s continued reliance on X-band will extend well into the future. For example, the Navy is pursuing improvements to its active phased array X-band radar under its Future X-band Radar program that aims to create a next-generation technology by 2027.

Col. James Reynolds, USAF, emphasizes that the Air Force can’t develop satellite communications like they did in the past, signaling a move away from single providers in some cases.

While the U.S. Air Force will always have purpose-built and single-provider satellite communications, it wants to move into more flexible constructs that would allow warfighters to jump between multiple providers, frequency bands and systems.
