Space and Naval Warfare Systems Center (SSC) Atlantic has awarded the first prototype project agreement valued at $1.3 million for a Low Altitude Range Communication System (LARCS) for the Marine Corps under the Information Warfare Research Project (IWRP) for $1.3 million.

The other transaction authority contract, order N65236-19-9-1001, was awarded January 8 to ATI on behalf of Booz Allen Hamilton in collaboration with Intuitive Research Technology Corporation (IRTC). A significant portion of the work will be performed by IRTC, a nontraditional defense contractor, and is scheduled to be completed in 10 months.

The Navy's Space and Naval Warfare (SPAWAR) Systems Center (SSC) Atlantic has awarded Fairfax-based General Dynamics Information Technology (GDIT) a $898 million Navy Cyber Mission Engineering Support contract. The multiple-award, indefinite delivery, indefinite quantity (IDIQ) contract includes a five-year base ordering period, with one two-year option ordering period, and one six-month option-to-extend-services option ordering period.

WR Systems Ltd., Norfolk, Virginia, is awarded a $49,999,996 indefinite-delivery/indefinite-quantity, performance-based contract with provisions for cost-plus-fixed-fee and firm-fixed-price task orders. The contract is for the procurement of positioning, navigation and timing engineering and in-service engineering agency support services. The services required include design development, systems integration, acquisition and prototype engineering, technical documentation, and integrated logistic support in order to support the Integrated Product Team. Work will be performed in Norfolk, Virginia, and is expected to be completed by October 2020.

CACI National Security Solutions Inc., Reston, Virginia, is awarded a $27,503,082 modification to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee performance based contract (N65236-16-D-8011) for Special Operations Communications Systems Satellite Communications and Network Support Services in support of U.S. Special Operations Command and other joint warfighting commands. This modification increases the cumulative estimated value of the contract to $104,541,625.

The U.S. Navy’s Space and Naval Warfare Systems Command (SPAWAR) Systems Center Atlantic (SSC Atlantic) is leveraging the flexible contracting platform known as other transaction authority to improve the service’s information warfare capabilities. Technologies will be developed through prototype project awards under the Navy’s new Information Warfare Research Project (IWRP) Consortium.

The IWRP OTA will accelerate acquisition and bring nontraditional sources, research and development labs, and industry together to provide new, innovative information warfare solutions," Rear Adm. C.D. Becker, USN, commander of SPAWAR Systems Command, said in a statement.

This month is a crucial time for the U.S. Navy, as far as information technology goes. Its Program Executive Office for Enterprise Information Systems is developing the request for proposal for its Next Generation Enterprise Network Re-compete contract that will provide information technology services, including cloud services, for more than 700,000 Navy and Marine Corps users.

Atlas Executive Consulting LLC,* Charleston, South Carolina, is being awarded a $76,032,204 single award, performance based, cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for management and business analytical services to support the Business Intelligence Environment (BIE) at the Command, Competency, Department, Division and Integrated Product Team levels. Tasks will include performing advanced analysis of business and financial data, building and maintaining data universes, metrics, reports, assessments, data entry, document preparation, financial reviews, studies and surveys.

The curved design of the facility mimics the hull designs of four Navy submarine types, which allows for streamlined integration before systems are installed aboard the subs, and reduces cost and installation time.

Non-submariners can get a rare sneak peek into the bowels of a submarine’s control centers during the upcoming sea services conference in San Diego next week. Well, sort of. It’s not a peek into an actual boat's radio control room, for example, but an opportunity to see and touch equipment that simulates a variety of shipboard systems.

In what has been an extremely successful program on U.S. Navy submarines is now being readied for the surface fleet. The Navy's subs have been operating with the Common Submarine Radio Room (CSRR) concept, and now hope to harness the benefits for Navy surface vessels.
