Hydroid Inc., Pocasset, Massachusetts, is awarded a $52,300,236 firm-fixed-price modification to previously-awarded firm-fixed price, indefinite-delivery/indefinite-quantity contract (N00174-19-D-0009) to increase the ceiling for production support for the MK 18 family of unmanned underwater vehicle systems. The MK 18 program supports unmanned underwater vehicle systems. This award brings the cumulative value of this contract, if all options are exercised, to $100,170,578.  Work will be performed in Pocasset, Massachusetts, and is expected to be completed by April 2024. No funds are being obligated at the time of this action.

The Boeing Co., Huntington Beach, California, is awarded a $10,849,103 cost-plus-fixed-fee modification to previously awarded contract (N00024-17-C-6307) for engineering services in support of the Extra Large Unmanned Undersea Vehicle (XLUUV) program. Engineering services under the existing contract will be used to further develop and study additional capabilities, payloads, operational uses, and deployment scenarios for the XLUUV program. Work will be performed in Huntington Beach, California, and is expected to be completed by September 2020.

Hydroid Inc., Pocasset, Massachusetts, is awarded a $15,826,493 indefinite-delivery/indefinite-quantity contract for engineering support and training services for the MK 18 Family of Systems– Unmanned Underwater Vehicle systems. This contract includes options which, if exercised, would bring the cumulative value of this contract to $84,024,996.  Work will be performed in Pocasset, Massachusetts, and is expected to be complete by August 2020.  If options are exercised, work will continue through August 2024. No funds are being obligated at this time.

Researchers at Carnegie Mellon University’s School of Computer Science in Pittsburgh are examining how to create systems that can perform autonomously underwater and provide a clearer view of the subsurface environment. Such capabilities offer important applications to the U.S. services, the Navy, Coast Guard and Marines Corps, as well as to the commercial shipping industry for ship and harbor inspections, among other activities.

The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives, known as the ATF, granted a Federal Explosives License to Aquabotix Ltd. The explosives license will allow the unmanned aquatic vehicle company to develop, manufacture, store and sell unmanned vehicles with explosive capabilities, according to a company statement.

Phoenix International Holdings Inc.,* Largo, Maryland, being awarded a $14,518,512 cost-plus-fixed-fee contract for the science and technology research concerning the development of an unmanned underwater vehicle-based sensor system testbed and evaluation of advanced sensor and autonomy modules. There are no option periods. Work will be performed in Largo, Maryland, and work is expected to be completed March 24, 2022. Fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $148,000 will be obligated at the time of award. The funds will expire at end of the current fiscal year.

Hadal Inc., Oakland, California, is being awarded a $14,171,492 cost-plus-fixed-fee contract for the science and technology research of the Office of Naval Research Large Displacement Unmanned Underwater Vehicle Innovative Naval Prototypes program. This contract contains options that, if exercised, will bring the total cumulative value to $39,068,913. Work will be performed in Oakland and is expected to be completed by February 28, 2021. If all options are exercised, the work will continue through February 28, 2022. Fiscal 2017 research, development, test and evaluation funds in the amount of $50,000 will be obligated at the time of award. No funds will expire at the end of the current fiscal year.

A Chinese military ship seized a U.S. underwater, unmanned research vessel, prompting the U.S. Defense Department to launch “appropriate government-to-government channels” with the Chinese government to immediately return the vessel. On Thursday, China unlawfully seized the unclassified ocean glider while sailing in the South China Sea, according to a Defense Department news release. 

The USNS Bowditch and the unmanned underwater vessel (UUV) are used to gather military oceanographic data such as salinity, water temperature and sound speed, the release states.

Hydroid Inc., Pocasset, Massachusetts, is being awarded a $7,408,735 modification to a previously awarded firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract (N00174-14-D-0001) to exercise option three for engineering support and training services for the MK18 Mod 1 and Mod 2 unmanned underwater vehicle systems. The MK18 Mod 1 and Mod 2 unmanned underwater vehicle (UUV) systems are in support of very shallow water missions, very shallow water mine countermeasures and underwater object localization tools.

A NATO coalition of scientists and researchers recently experimented with a variety of underwater robots in a joint scientific mine countermeasures sea trial. The May 20-29 experiment involved NATO’s Centre for Maritime Research and Experimentation (CMRE), the Royal Netherlands Navy Defence Diving Group, NATO’s Naval Mine Warfare Centre of Excellence and the United Kingdom Royal Navy Maritime Autonomous Systems Trial Team.

Lockheed Martin has been awarded a contract modification to upgrade three remote multi-mission vehicles for inclusion in the Remote Minehunting System for the Littoral Combat Ship.

Lockheed Martin Corp., Riviera Beach, Florida, is being awarded a $28,822,369 modification to previously awarded contract (N00024-13-C-6300) to upgrade three low rate initial production 1 remote multi-mission vehicles to a v6.0 configuration for inclusion in the Remote Minehunting System (RMS). The RMS is a mission module used by the Littoral Combat Ship to identify and destroy surface, subsurface and bottom moored mines. Work will be performed in Palm Beach, Florida (87 percent); Syracuse, New York (13 percent); and is expected to be completed by February 2017. Fiscal 2015 research and development in the amount of $10,596,221 will be incrementally funded.

Metron Inc., Reston, Va.,is being awarded a $7,287,619 cost-plus-fixed-fee contract for research and development of a large displacement unmanned undersea vehicle (LDUUV) to include in-lab integration and testing of autonomy and mission planning software with bench test hardware selected for deployment on the LDUUV. This one-year contract includes two, one-year options which, if exercised, would bring the potential, cumulative value of this contract to an estimated $18,317,018. The Space and Naval Warfare Systems Center Pacific, San Diego, Calif., is the contracting activity.

The U.S. Navy will be using unmanned vehicles both in the air and underwater to a greater extent, according to Rear Adm. William Leigher, director of warfare integration for information dominance (N-2/N-6F). These vehicles will provide valuable intelligence, surveillance and reconnaissance (ISR) data and perform dangerous tasks such as mine clearance.

Speaking at AFCEA NOVA Naval IT Day on May 3, the admiral outlined a set of guiding principles that will help define naval ISR. In this architecture, every platform is a sensor and every sensor is networked. Data is discoverable and accessible by all; and systems feature common interfaces, data formats and standards.

General Dynamics Advanced Informational Systems Incorporated, McLeansville, North Carolina, is being awarded a potential $86,719,986 contract with cost-plus-incentive-fee, cost-plus-fixed-fee, and firm-fixed-price line items for the engineering, manufacturing and development of the Surface Mine Countermeasure Unmanned Underwater Vehicle (SMCM UUV). The SMCM UUV system will provide the fleet mine warfare commander with enhanced mine-hunting capability. The SMCM UUV system will address the Navy's need to reliably detect and identify undersea volume and bottom mines in high-clutter environments and areas with potential for mine case burial.
