Retired U.S. Navy Adm. Archie Ray Clemins, the recipient of AFCEA’s 1998 David Sarnoff Award, died on March 14, at home in Boise, Idaho. He was instrumental in the creation and implementation of the Navy Marine Corps Intranet and former commander of the U.S. Pacific Fleet.

Carefully crafted actions on the part of nations respecting international law may be the solution for countering China’s maritime territory grab in the South China Sea. These actions could prevent the Middle Kingdom from bullying its way into areas it claims unilaterally, or they might be the key to preventing the region from erupting into armed conflict.

These issues were the focus of discussion in a Tuesday panel at WEST 2020, the conference and exposition in San Diego March 2-3 co-sponsored by AFCEA International and USNI. A collection of warfighters and academics weighed the consequences of potential actions as well as inaction.

The U.S. Pacific Fleet is facing myriad challenges from multiple nations as it seeks to maintain force superiority in the Indo-Pacific area of operations (AOR). What once was science fiction is now science fact, and technology leaps that used to be the purview of the United States now are blossoming in nations with an eye on global hegemony.

The deputy commander of the U.S. Pacific Fleet, Rear Adm. Kenneth Whitesell, USN, described the situation the fleet faces in the final luncheon address at TechNet Indo-Pacific 2019, held November 19-21 in Honolulu. While the vast size of the Indo-Pacific AOR has not changed, the environment has shifted dramatically.

War with China is not inevitable, but the United States is in a competition with which it is unfamiliar, U.S. Navy Pacific Fleet Commander Adm. Scott H. Swift, USN, told the audience at the keynote luncheon at West 2018. China is using its own means to coerce others as it pursues its long-term goals, the admiral said at the conference, taking place February 6-8 in San Diego.

The biennial Rim of the Pacific (RIMPAC) exercise begins June 30 and will include 26 nations, 45 ships, five submarines, more than 200 aircraft and 25,000 personnel. The theme of RIMPAC 2016 is "Capable, Adaptive, Partners." Participants will exercise a range of capabilities and demonstrate the inherent flexibility of maritime forces. The capabilities range from disaster relief and maritime security operations to sea control and complex warfighting.
