Viasat Inc., Carlsbad, California, has been awarded a maximum $8,928,000 firm-fixed-price contract for AV-8B spare parts. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-month contract with no option periods. Location of performance is California, with a Sept. 30, 2020, performance completion date.  Using military service is Navy. Type of appropriation is fiscal 2020 Navy aircraft procurement funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania (SPRPA1-20-C-R016).

Viasat Inc., Carlsbad, California, is awarded $75,373,500 (a modification with a maximum potential value) under previously awarded, indefinite-delivery/indefinite-quantity, multiple award contract N00039-15-D-0043 for the Block Upgrade II retrofit of multifunctional information distribution system (MIDS) low volume terminals. Work will be performed in Carlsbad, California. The terminals provide secure, high-capacity, jam-resistant, digital data and voice communications capability for the Navy, Air Force and Army platforms as well as Foreign Military Sales customers. Work is expected to be complete by May 2024. This modification will increase the current contract value from $599,093,506 to $674,467,006.

Viasat Inc., Carlsbad, California, is awarded a $998,828,164 maximum potential value, indefinite-delivery/indefinite-quantity contract for the production, retrofits, development and sustainment of the Multifunctional Information Distribution System (MIDS) Joint Tactical Radio Systems (JTRS) terminals. The MIDS JTRS terminal is a line-of-sight radio system for collecting and transmitting broadband, jam-resistant, secure data and voice across a variety of air, sea and ground platforms. Currently, there are three variants of MIDS JTRS terminals:  the Concurrent Multi-Netting-4, the Tactical Targeting Network Technology and the F-22 variant. These terminals will continue to be procured, sustained and updated for future growth, including JTRS

By December 31, seven contractors working with the Air Force will deliver critical pieces of the Defense Department’s new satellite communications architecture. The architecture is designed to deliver greater agility, resilience and situational awareness.

ViaSat Inc., Carlsbad, California, has been awarded a $93,000,000 indefinite-delivery/indefinite-quantity contract to provide AN/PRC-161 Handheld Link 16 radios, ancillaries and associated training to special warfare operators. Work will be performed at Carlsbad, California, and is expected to be completed by December 31, 2023. The contract is awarded on a non-competitive basis. Fiscal 2020 other procurement funds are being used and no funds are being obligated at the time of the award. The Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8629-20-D-5000).

 

Link 16 is a secure system protocol that allows different military users to share data over the same network.

But like any good thing, everybody wants a piece of the action. As the popularity of Link 16 grows to include more platforms (ships, aircraft, vehicles, drones, etc.) and individual users, it will be important to expand Link 16 capabilities to help U.S. and coalition military forces adjust to new mission needs, enhance situational awareness, adapt to new technologies and improve warfighter safety.

ViaSat Inc., Carlsbad, California, is awarded a $23,914,150 five-year, firm-fixed-price, long-term requirement contract for the repair support of the Multifunctional Information Distribution System, Low Volume Terminal for the Navy.  This is a five-year contract with no option periods. Work will be performed in Oostkamp, Belgium (50%); Carlsbad, California (37%); Palm Bay, Florida (9%); and Lynwood, Washington (4%). Work is expected to be completed by October 2024.  Annual working capital funds (Navy) will be used and funds will not expire at the end of the current fiscal year.  A delivery order in the amount of $3,930,305 will be obligated at the time of award. One company was solicited for this sole sourced requirement under authority

Communications requirements are changing in tandem with new modes of military battlefield requirements. Until a few years ago, voice had been the predominant communications medium. Variable message format messages were adopted as the digitally aided close air support standard, however even with a concerted effort by the U.S. Defense Department to standardize requirements, there continues to be longstanding issues with interoperability, including significant loss of key data and slow refresh rates.

ViaSat Incorporated of Carlsbad, California, was awarded a modification to exercise option two of a non-competitive firm-fixed-price contract to provide senior leaders and their support staff with Ku-band and Ka-band communications utilizing ViaSat subscription service while travelling via aircraft. The face value of this action is $20,888,383 and is funded by fiscal year 2018 operations and maintenance funding. The total cumulative face value of the contract is $73,217,722.  The period of performance for this option is December 1, 2017 - May 31, 2018. Performance will be primarily at ViaSat's locations in California and Colorado.

ViaSat Inc., Carlsbad, California, has been awarded a $13,152,398 cost-plus-incentive-fee contract for Mini Crypto. Mini Crypto is a small, low-power, self-contained cryptographic module that can be embedded in a variety of communication devices to protect data and ensure the authentication of those communicating with it. The cContractor will provide engineering and manufacturing development with contract options for low-rate initial production, full-rate production and related support functions. Work will be performed in Carlsbad and is expected to be completed by October 30, 2020. This award is the result of a competitive acquisition, with seven offers received.

The Space and Naval Warfare Systems Command, on behalf of the Multifunctional Information Distribution System (MIDS) Program Office, has awarded a $34 million dollar firm fixed price contract to ViaSat Inc., Carlsbad, Calif., for the design, development, and production of a cryptographic module for the MIDS Low Volume Terminal (MIDS-LVT) Block Upgrade 2. The contract encompasses the development, prototype delivery, testing, and integration of a cryptographic module that is designed for integration into a variety of MIDS-LVT hardware variants. The award also calls for production of approximately 10,000 modules for retrofit of all MIDS-LVT hardware in service at the conclusion of the development.

The Commonwealth of Australia Department of Defence (ADF) has selected ViaSat Incorporated, Carlsbad, California, to supply the Ultra High Frequency Satellite Communication (Satcom) Mission System for its recently-launched UHF capacity on Intelsat IS-22. The system is designed to provide voice and data military satcom covering a region from the west coast of Africa to the east coast of Australia. The value of the award to ViaSat is approximately $35 million.
