Course Description:

Joint Command and Control Capability

 

The Global Command & Control System continues to transform C2 for the Warfighter. The GCCS Family of Systems has proven resilient and continues to evolve to expanded capabilities such as Joint Command & Control Capabilities (JC2C) to improve C2 coordination at levels below the Combatant Commanders. Understand GCCS-J: what it is, the way ahead, and how it impacts military operations, defense systems technologies and business models.

  

OBJECTIVES

 

The course will focus on the evolution of the GCCS Family of Systems (FoS) to meet defense U.S. C2 requirements and described by Joint Forces Command, Joint Combat Capability Developer (JCCD). Capabilities include Provisioning Activities in a Net-Centric Service Oriented Architecture and much more. The course will: 

  • Describe the GCCS FoS current capabilities and applications with presentations and demonstrations.
  • Describe the JCCD process for requirements identification and adjudication.
  • Describe the objectives for the rapid development of C2 capabilities (technology, functionality, architecture).
  • Describe the GCCS FoS spiral development process and programs  

WHO SHOULD ATTEND


The course is designed for C2 professionals from DoD and industry, who require a comprehensive knowledge of current U.S. C2 systems and the rapid advancements in net-centric, C2 capabilities through the GCCS-Joint program.

 

A Unique Course: This course is the only C2 forum that provides:

 

  • A comprehensive view of all current and future C2 initiatives.
  • An opportunity for the attendees to network directly with thirty key action officials across the Department of Defense who are directly responsible for the development, fielding, and sustainment of C2 capabilities.

 

OVERVIEW

 

The GCCS family of systems includes the GCCS-Joint (GCCS-J), GCCS-Army (GCCS-A), GCCS-Maritime (GCCS-M), and GCCS-Air Force (GCCS-AF) programs.  GCCS-J is the principal foundation for dominant battlespace awareness, providing an integrated, near real-time picture of the battlespace necessary to conduct joint and multinational operations.  GCCS-J provides a robust and seamless C2 capability to the Commander-in-Chief (CINC), Secretary of Defense (SECDEF), National Military Command Center (NMCC), Combatant Commanders (COCOMS), Joint Force Commanders, and Service Component Commanders.

 

GCCS-J spiral development allows C2 developers to rapidly produce capabilities with many parallel development efforts.  Developers and operators will test, experiment, and prototype potential solutions, focusing on the rapid release of better capabilities while improving them over time. This iterative process will allow the development of matured capabilities that have achieved test and certification milestones proving their operational suitability and effectiveness, interoperability, and security for warfighter usage.

 

The course starts with OSD, Joint Staff and the five military services provide descriptions of and perspectives on the complete GCCS–J Family of Systems. Doctrine, organization and technology developments are presented from the perspectives of Coalition Warrior Interoperability Demonstrations (CWID), Joint Systems Integration Command (JSIC), Adaptive Planning and Execution (APEX), and the Advanced Concept Technology (ACTD) for C2. On the third day of class, GCCS-J, APEX, and ACTD demonstrations are provided through a day-long session at DISA. Demonstrations are also provided of the web-based Global Combat Support System (GCSS) supporting the joint web-based integrated operational picture with intelligence.

Course Coordinator / Moderator
Mr. Joseph B. Famme

 

Mr. Famme is the President of ITE, Inc., Arlington, VA.  Mr. Famme formed ITE in 1996 to provide electronics business development and engineering services to U.S. and international companies. ITE is built on 27 years of business and product development experience with major U.S companies such as Singer-Link and international companies like CAE Electronics where he was responsible for business / product development of high technology tactical / C4I simulation and naval ship automation and control systems. This industry career follows a twenty-three year naval career where then Commander Famme served in frigate command and operational assignments, including three combat deployments to Vietnam (1968, 1969, 1972) and the Arab-Israeli War (1973). Key naval shore assignments included Operations Instructor for the Surface Warfare Prospective Command Course, Student Command and Staff Course, NWC, Aide to the President Naval War College, Staff (ASW) Commander Surface Forces Pacific and Staff Commander Cruiser Destroyer Group One. He is a graduate of San Diego State University in Industrial Management, and received his Masters Degree (with Highest Distinction) at the Naval War College. Mr. Famme also holds a Commercial Pilots License / Instrument.
