Born and raised in NYC. Enlisted in the Navy at 17. Advanced to E-6 in
three years and selected for the Naval Enlisted Scientific Education Program
(NESEP). Attended the University of New Mexico graduating with a BSEE. Served
onboard USS Shasta (AE-33) during Viet Nam. Served on COMNAVTELCOM Staff in
Washington, DC and Commander Second Fleet Staff on USS Mount Whitney. Obtained a Masters’ Degree in
Business Management and Supervision while stationed in Washington, DC. Retired from naval service in 1983 and
spent three years working for a Think Tank supporting US Army futuristic
planning, then 19 years working for Raytheon Technical Services Company
holding positions as Project Manager, Program Manager, Business Development
Manager, Production Manager and Operations Manager. Joined Ki, LLC in 2005 as
their General Manager and relocated to Charleston, SC with a new title of Sr.
Director, C4ISR Systems. Joined

WHY
I WOULD BE A GOOD PRESIDENT: The simple answer is: I care about what the
chapter is all about. In recent
years we’ve raised over $400,000 for local scholarships setting the standard for AFCEA. I care about our award winning Young
AFCEAN program. For the past three years our nominee has been selected as
the Regional Distinguished Young AFCEA. This year, Kristin Smith is scheduled
to receive her award in February at AFCEA West. I
care about the chapter’s co-hosting with SPAWAR, the annual Palmetto Cyber Defense
Competition (PCDC). Advancing
Cyber Defense in our high schools and colleges is a significant
accomplishment for our chapter. |

BIOGRAPHY: I have more than 50 years of experience in the
DOD arena: 28 years on active duty US Navy, and 23 years in the Defense
industry. In 2011 I relocated my family to Charleston from Chesapeake VA; I
had spent 12+ years commuting to Charleston from the Tidewater area and fell
in love with the low country, so I permanently relocated here. I have been married for 47 years and
have a son and two Grandchildren. |

WHY
I WOULD BE A GOOD PRESIDENT: I am running for President of the local chapter
of AFCEA, because I feel like I can leverage my experiences in the DOD Arena
as well as my experiences in life. I bring lots of energy, strong desire to
make a contribution to the Low Country AFCEA Chapter. You get an experienced
Grey Beard with the energy of a 30 year old, with added relevancy because of
my active role in the work force. I am a tireless worker who brings the
experience of serving on other boards, Palmetto Chapter of Women in Defense
(WID) as a most recent example. |

leads the Enterprise Information Technology Solutions (EIS) business division
responsible for guiding strategic initiatives in the areas of business
continuity, software engineering, enterprise IT operations, cyber security,
advanced technologies and IT training. As
a Vice President at Booz Allen,
supported numerous Intelligence Community CIOs with Strategic
Planning, Business Continuity Planning, Risk Management, and Technology
Planning. During his career in
the US Army, he was a Ranger-qualified
Master Parachutist Intelligence officer serving at all levels from platoon to
the Joint Chiefs of Staff. He has received the CIA National Intelligence
Certificate of Distinction, US Army Military Intelligence Knowlton Award and
is a life member of the Veterans of Foreign Wars. Served a total of 9 years in the 82d and
101st Airborne Divisions. As Commander, 165th Military Intelligence
Battalion, Mr. Vevon led over 550 personnel in conducting long-range
surveillance, counterintelligence, interrogation, and electronic warfare. He
has Joint Staff experience serving four years in J2, JCS. Published the biography of LTG
Eichelberger, former Army DCSINT and was awarded the 1998 Military History

BIOGRAPHY: I am the
Executive Vice President at Caribou Technologies, a small Consultancy. I have over 30 years of experience determining
solutions for government C4I requirements and delivering solid warfighting
capabilities. I concluded my 24
year military career as N6 and CIO for Commander Naval Forces Japan.
Previously, I served as Chief of Staff for the Navy’s largest tactical
communications hub (NCTAMS PAC), providing IP services to ships at sea. My
favorite work is finding technology solutions to upgrade and improve
interoperability between the U.S. and our Allies. I
have served in the Lowcountry on the Women in Defense, Palmetto Chapter where
I worked to attract quality military leaders for WID events. I have led the Charleston Defense
Contractor Association C5ISR Conference SPEAKER Committee since 2009,
responsible for organizing over 100 flag level speakers from DoD, Government
and Industry into a cohesive and informative agenda. I have been an AFCEA member since
1995, and have held leadership and speaking roles in numerous AFCEA chapters
globally. I am lucky enough to be
able to attend and support AFCEA events from Tokyo to Washington DC. |

WHY
I WOULD BE A GOOD VICE PRESIDENT: My passion is finding ways to connect Government
and Industry together in meaningful forums. I work hard to enable these types of
interactions. I recently
organized a new “Meet the Senior Leadership Event” at the C5ISR
Summit where SSC LANT Portfolio Leads and their senior subject matter experts
met with Industry in a casual and informative setting. Over 1000 people participated. I have worked with AFCEA International
to gain Continuing Education Units
(CEU’s) for participants of our technical events. For the
upcoming year, I hope to plan more interactive and educational Government and
Industry exchanges. |

BIOGRAPHY:
With SAIC/Leidos for over 15 years through Nov 2013, and now with ManTech
since Dec 2013, I have performed in various line, program management, BD,
capture, M&A, and senior technical staff positions. I served 30 years as a Navy
cryptologist; was CO and PM of what became NIOC Suitland (now NCWDG); and
finished my government career on the OSD/ASD/C3I Staff as Director of
Information Operations. Joining
AFCEA in 1991, I was elected to the National AFCEA Intelligence Committee in
1995, serving until 2005. I moved to South Carolina in 2009 and have been a
member of the AFCEA Charleston Low Country Chapter since. I hold a BS Physics
(WPI), MS Control Engrg (Harvard), MBA/CIS (University of Rochester), and ABD
PhD Ops Research (U of R). My
wife Suzanne and I have a son Ryan who is completing an International MBA at
University of South Carolina in 2015.

WHY
I WOULD BE A GOOD VICE PRESIDENT: In
2013-14, I served on AFCEA Charleston LCC Events Committee to arrange
Luncheon speakers, and worked with 1st
VP to select Membership dinner speakers and plan for future one-day
AFCEA LCC Symposia. During this period I arranged for a variety of speakers
including the OPS Manger for the Charleston Port Authority, and the CO MAG501
at MCAS Beaufort, with subsequent visit to tour the base and see the F35
Strikefighters which are being bedded down there. I continued as AFCEA Contracts
Industry Council (CIC) member representing large business and worked hard on
CIC to increase SPAWAR transparency and prediction of future Task Order release. If re-elected as 2nd VP, I would leverage
contacts and experience to work on other AFCEA LCC events and activities,
including STEM, and expand my personal time commitment with BOD to help make
this Chapter the best in AFCEA International. |

Mr. Moore retired from the U.S. Navy in 1984 after
a 24 year career. He then began work in the defense community with Sonalyst.
He was the primary principle in starting Advanced Communications Technology,
Inc. which he sold in 1992 to The SSI Group, Inc. He continued to manage SSI
until he left in 1997 to start the IT Division for MABC in Portsmouth, VA. In
1999 he joined Dataline, Inc. as Director of Network Solutions in the
Commercial sector. In 2001, Mr. Moore assumed the responsibility for
Strategic Business Development with the added responsibility of managing the
Charleston office. Was Director of Navy Programs for Odyssey Systems until
Jan 2010 when he went to MTCSC as Business Development until they were
purchased by Mantech International Corporation where he was responsible for
Business Development for the Charleston office. He is currently VP for
Southeast Region for Peerless Technologies. As Vice President of CDCA, he
served on the Scholarship Committee for Low Country AFCEA Chapter, Chairman
and volunteer of the year, 2012 for Palmetto Partners which is a nonprofit
supporting Robotics throughout South Carolina K thru 12, Member of several
Committees of the Chamber, and serves on Board of Palmetto Scholars Academy
Charter School located in North Charleston. |

I WOULD BE A GOOD VICE PRESIDENT: I believe that education is one of the most
important aspects of strengthening our community. For many years I have been
involved with the AFCEA scholarship program and this past year took a lead
role for the chapter’s STEM initiatives. My history with Palmetto
Partners, ASTRA, and other local organizations all ties in to my educational
efforts. In addition, my Government and Industry connections are far-reaching
and will help enable us to provide a wider array of speakers at the AFCEA
luncheons. Through my long career on the CDCA Board of Directors, including
four years as Vice President (over two tours) and a term as President, I have
gained a deep insight into the Charleston Government and industry partnership
and can foresee my role on the AFCEA Board as enabling me to continue serving
the greater Charleston community. |

BIOGRAPHY:
After graduating from Virginia Tech with a BS in Electrical and
Computer Engineering in 1993, Mr. Andrews worked for Veda Inc. as a Software
Developer supporting SPAWAR, NAVAIR, and OPNAV N6 in the DC area. He managed all, internal, IT systems
in Arlington, and in 1996 was named one of Veda’s engineers of the year
for his work for OPNAV. In 1997
Mr. Andrews relocated to Charleston as an engineer in NISE East’s
internal IT department. In 1998,
he became branch head of the Design and Integration Branch of the IT
department at the newly-renamed SPAWAR Charleston. At SPAWAR Mr. Andrews held various
high-profile positions: Command and Control (C2) Department Chief Engineer
for Task Force Web; developer of components of the FORCEnet Architecture and
Standards; C2 Enterprise Engineering Division Chief Engineer (supporting PEO
C4I and federal efforts including CANES, Command Centers, FBI projects, and
DISA GES/NCES.); C2 Department Chief Technologist working future technology
efforts for PEO C4I, ONR, NR; NetCentric and Platform Integration competency
support helping manage 100+ engineers; Decision Superiority Portfolio Systems
Engineer leading efforts to develop and implement consistent systems
engineering processes and principles. In 2012, after 15 years of government
service he joined Sotera Defense Solutions, working business development and
technical capture. In 2014, Mr.
Andrews was named VP of Acquisition and Innovation at GovSG, responsible for
organizational business capture, innovation, and strategy.

BIOGRAPHY: I attended the UNC
where I obtained a BS degree in Mathematics. I began programming at UNC in
1955 and graduated with four years’ programming experience. I have
worked on military computer systems ever since, beginning with air defense
systems. I worked on the 412-L air defense weapons control software during
the 1960s in Germany. I designed the weapons control software for the NADGE
system during 1967-8 in England. I have worked on Hardsite Defense, ATC,
aviation weather systems, OS, and other systems, now known as C5ISR systems.
In 1977, I formed The Dilks Company becoming the primary contractor for
developing the flight data acquisition subsystem for the USAF's OTH
Backscatter Radar system. Since 1992, I have acted as a consultant writing
proposals for Boeing, Lockheed, Raytheon, BAE Systems, and Litton for such
systems as the Wideband Gapfiller Satellite, JTRS Cluster 1 and AMF, Kuwait
C4IS, ATMS and CMIS on the NPOESS satellite. I have also designed the flight
data acquisition subsystem for the Saudi Peace Shield Air Defense System,
supported Croatia in the rebuilding of their ATC system, and helped train
Russian air traffic controllers in western methods of ATC systems. I am currently
Vice President of Dilks – Simone. |

WHY
I WOULD BE A GOOD BOARD MEMBER: I believe in the mission of AFCEA, having been a
member for 47 years. I now have the time to spend performing whatever activities
the Low Country Chapter requires of me. I have the experience in the design
of sophisticated C5ISR systems as well as understanding the procurement
process, especially for small businesses which can be a significant asset for
the Low Country Chapter members. I can be an advocate for the members in
advancing the mission of AFCEA. I also greatly support the activities
necessary to obtain the funding for the many scholarships the Chapter gives

Currently, I am a member of the senior leadership for GeoWireless,
Inc. Among my responsibilities at
GeoWireless, I serve as the company’s Senior Security Solutions
Architect and I Program Manage a team of security professionals providing
ongoing security support for the US Army Special Operations Command. I have
amassed over 20 years of experience in cyber security and C4ISR
programs. I earned a
Master’s Degree in Intelligence and Information Warfare and have earned/maintained
many industry/DOD security certifications. I am currently on my 23rd year in
the military, which spans both the Army and Navy. I served as a
Counter-Intelligence Special Agent in the Army, a Naval Intelligence Officer
and now in the Information Dominance Corps as a Cyber Warfare Officer. I
recently assumed command of the reserve NETWARCOM Global Network Operations
Security Center in Suffolk, VA where I currently serve as a reserve Navy
Cyber Warfare Officer, managing the Global Network Security Operations Center
that provides CNDSP services. I am married with five children two of which
are in the Army, one as a Nurse and the other as Special Forces
Communications NCO. The others are in college or being home schooled. |

been involved in many organizations outside of the Hospitality Industry to
include AFCEA (Armed Forces Communications and Electronics Association) as

Contractors Association) as Social Media Committee for C5ISR, ESGR

whether it be working the AFCEA table at SBIOI or assisting with special
events at the Crowne Plaza. Recently, I’ve enjoyed getting more
involved through Young AFCEA Committee (YAC) and their events, fundraising,
community outreach, and charities. I would like to take my involvement
further by sitting on the board and being a voice for the Young AFCEAns in
