PORTUGAL CHAPTER CHAPTER - Sep 12, 2013

International Seminar on Cybersecurity

In September, the chapter with the support of the National Security Office (GNS) and the Embassy of the United States in Lisbon, organized a seminar entitled "Cyber Security: An Action to Establish the National Cyber Security Center.” The event featured a high number of participants and promoted a debate on the creation of the National Center for Cyber Security with international experts from the involved national entities creating the necessary coordination mechanisms in the context of NATO. During the opening speech, Torres Sobral, National Security Authority, welcomed all the participants and presented the national framework. James Michael, professor at the U.S. Naval Postgraduate School, delivered a keynote address titled “Agility and Evolution: Two Key Attributes of an Effective and Efficient Cyber Security Center.” Manuel Honorato, director of the Management Center for Government Computer Network, talked about threats, vulnerabilities and pressures facing government systems. Rear Adm. Gameiro Marques, PON, assistant secretary general of the Portuguese Ministry of Defence, presented his view on building cyberspace situational knowledge. Carlos Goncalves, deputy director general of the General Directorate of Infrastructure and Equipment, Ministry of Internal Affairs, gave a presentation about the Information Security Operations Center of the Ministry of Internal Affairs. During the session about governance in the national context, Lt. Col. Viegas Nunes, PRT A, delivered a speech on cybersecurity and defense, presenting a national cybersecurity strategy; Paulo Morais, professor at IST, spoke about ciphers and cybersecurity; and Pedro Alves, professor at FDUL, discussed the theme “Cybersecurity and Law.” During the seminar, industry representatives also presented cybersecurity solutions, including Watchful Software, Rohde & Schwarz and Thales Group.
