An Inside Look at Construction of the C2F

Philip Westerfield, chief, J-6 Forward Division, U.S. Strategic Command (STRATCOM) Cyber Systems Directorate, Offutt Air Force Base, Nebraska, spoke with the chapter at a March general membership meeting about the STRATCOM Command and Control Facility (C2F). Westerfield covered the LeMay Complex changes since becoming operational in 1957. The last 15 years have experienced exponential technology growth with the current environment at information technology saturation. Air Combat Command opted for new construction as the most cost-effective solution to maintain the STRATCOM mission. The old Warrior 9 golf course was the most prudent location for construction. Westerfield highlighted the realized benefits of the C2F. He discussed the effect sequestration had on the project and how the STRATCOM commander used engineering and installation (E&I) as the primary option for building wiring. Westerfield also talked about Space and Naval Warfare Command's (SPAWAR's) involvement and concluded with several trouble spots encountered with construction.
